SITE PLAN REVIEW COMMITTEE

February 1, 2005

Minutes

 

The Site Plan Review Committee met for a regular meeting on Tuesday, February 1, 2005 at the Andover Central Park Lodge located at 1607 E. Central, Andover, Kansas. Chairman Doug Allison called the meeting to order at 6:02 p.m. Members present were David Martine, Larry Crouse, Charley Lewis, and Shawn King. Others in attendance were Zoning Administrator Les Mangus, Administrative Secretary Deborah Carroll, and City Clerk/Administrator Jeff Bridges.  Members David Beaver and Kevin Dreiling were absent.

Call to Order

 

 

 

Review the minutes of the Site Plan Review Committee meeting of December 7, 2004.

 

Charley Lewis made a motion to approve the minutes as presented. Larry Crouse seconded the motion. Motion carried 5/0.

Review the minutes of SPRC of Dec. 7, 2004.

 

 

Communications:

Review the City Council minutes from the November 16, 2004 meeting. The minutes were received and filed.

 

Review the City Council minutes from the December 28, 2004 and January 11, 2005 meetings. The minutes were received and filed.

 

Review the minutes of the November 9, 2004 Subdivision Committee meeting. The minutes were received and filed.

 

Review the Potential Residential Development Lot Report.

Communications:

 

 

SP-2004-09: Review the Revised Preliminary Site Plan for the Walnut Valley Country Store located at 304 W. Hwy. 54. Rod Coker from Architectural Development Services L.L.C. and Hal McCoy, owner presented the revised plan.

 

 Rod Coker presented the revised elevation views to the Committee. He said the first buildings to be addressed would be the Walnut Valley Country Store and Garden Center. Poe & Associates are consultants on this project for drainage, grading and site issues.

Mr. Coker said he is looking for schematic feedback only at this time. He said the Walnut Valley Country Store is a 13,000 square foot building and the Garden Center will be a 4,500 square foot building. Rod Coker explained the plan for outdoor displays and seasonal vegetation around the site. A sculpture is planned for the intersection with Cloud Avenue. Security gates will be used along with white split rail fence that wraps around the entire building to the property boundary.

 

Mr. Coker said the function of this plan could be compared to the Country Store in Maize. They want to create a good impression for the City of Andover this development with the building design and landscaping. The amended exterior design of the building will be a Red Cherokee blend brick, with a split face limestone look concrete base band around it. Brick columns will support a blade awning around the entire building; with a 2-story entry area planned for the entry to the retail side of the Country Store. There will be a cast stone looking limestone Crown Mold across the top of the building for a Main Street USA appeal.

 

Mr. Coker said the Garden Center will be screened from the rest of the facility by the Country Store to the south. Hay storage will be to the back of the building, garden supply and plants on the front to create a “front porch” atmosphere. The approach to the building will be a winding walkway from the parking lot.

 

Larry Crouse did not think the exterior tan color of the Garden Center would enhance the Country Store building. Rod Coker said the color scheme is still under review. Mr. Coker said the materials would be a batten board siding for the front of the metal building and metal building panel on the back, and match the slate roof color. Hal McCoy said the color of the siding would be tan, brown, or earth tone.

 

Hal McCoy said this new building elevation would have many common features with future buildings in the development but not be “cookie cutter” design.

 

Charley Lewis said she likes the new elevation design, but she dislikes metal buildings. She asked the architects to use batten board siding throughout the Garden Center. Rod Coker said this would not be a problem to change.

 

Charley Lewis asked why there is no landscaping planned for around the Garden Center. Rod Coker said it is because of the continuous seasonal garden supplies and plants that will be displayed for sale outside this building. There are some permanent trees planned for the front side of the building. Rod Coker said a detailed landscaping plan would be presented at a later time.

 

Charley Lewis asked about the wording underneath the blade awning. Rod Coker said there will be a display panel with signs mounted on it which will show what the store offers: feed, tack, clothing, and etc. This signage will not be backlit. Rod Coker said the sign for the northeast corner of the property will be designed later.

 

Hal McCoy said a “significant entry structure” would be built for the 3 gateway entrances to this development.

 

Shawn King asked about parking lot lighting. Rod Coker said they would like to use a theme of “old time streetlamps” with a streetscape atmosphere. Hal McCoy said the parking lot lighting will be traditional type lighting, and there will be a pathway of old fashioned lamp posts throughout the center.

 

Shawn King asked for more information about the “limestone like” crown molding. Rod Coker said they will be premanufactured corners and that he will bring material samples to the next meeting.

 

No action was taken and the applicants left at 6:25 p.m.

SP-2004-09: Review the Revised Preliminary Site Plan for the Walnut Valley Country Store located at 304 W. Hwy. 54.

 

 

SP-1997-14: Review the as-built landscape plan for the Andover Heights Mini Storage Facility located at 2009 N. Andover Road.  

 

Les Mangus said the approved site plan for the Mini Storage Facility was never fully complied with during construction of the additional buildings. The new owner, Rick Travis has submitted an as-built drawing of the front of the facility for approval in the condition that he recently purchased it in. The existing landscaping is minimal, and not in compliance with the approved plan. This property has a Temporary Certificate of Occupancy. Warning letters have been sent since the building was completed.

 

David Martine stated he would abstain from this case because he did the original landscaping plan & installation in 1997. No one was present to present on behalf of the applicant.

 

Larry Crouse made a motion to defer this case until the March meeting when the applicant was present. Shawn King seconded the motion. Motion carried 4/0/1 with David Martine abstaining. The applicant called to say he is running late.

SP-1997-14: Review the as-built landscape plan for the Andover Heights Mini Storage Facility located at 2009 N. Andover Road.

 

 

SP-2000-02: Review the Revised Site Plan for the R-Con Concrete Plant located at 611 W. 13th Street.  Rick Heise represented R-Con (formerly Ark Valley Concrete) in this application. He said in the area adjacent to the rear of the plant on the south, is a bermed area. 2 pre-cast concrete storm shelters have been placed in this bermed area along with a pre-cast concrete block wall about 6 feet high.

 

Rick said the company is currently running out of room to park company trucks. This location is one of the last areas available with electricity to plug the trucks into. They are asking to eliminate the plantings and pave the area for parking. He thinks there is adequate screening with Austrees around the property. No Austrees are planted in the area proposed for additional truck parking between the shop and along the south line of the property.  Rick said the Turnpike drains water into that area and that nothing would grow there. Larry Crouse said too much water is not a reason for not planting Austrees. Rick said the supplier told him not to plant them there. Les said he has grown Austrees in swampy areas and they are thriving.

 

Larry Crouse asked if the original approved landscape plan has been complied with. Les said it has been complied with except on the area along the south side. Rick Heise said the concrete wall is 8’ tall back there.

 

There was general discussion about the site and the requested additional parking area. Les said there is a paved area from  corner of the paved area north of the building 100+/- feet. Rick said an additional 8-10 trucks could be parked there. Les said there have been no public complaints since the public hearings in 2000. Rick said the concrete block wall is set off of the property line 3’ which trees could be planted if there was not continually standing water. The Austrees end at the end of the big berm.

 

Larry Crouse asked if the 3’ wide area of standing water between the concrete wall and Turnpike property could be alleviated. Rick said the drainage problem should be the Turnpike’s responsibility. Doug Allison asked for the distance between the block wall and the paved parking lot. Rick said it is between 10’- 15’. Les said the edge of the paving and the block wall and Turnpike right-of-way are not parallel. As it goes west, the paving gets further away from the right-of-way fence. Rick said there are no Austrees west from the beginning of the parking spaces to the beginning of the large berm.

 

Larry Crouse reminded the Committee this plan was never complied with in the first place and the applicant is now asking for more parking due to the success of this business. Larry said compliance with this plan will soften the view of the business. He said he will not support this application without the Austrees planted as shown on the approved plan from 2000. There was further discussion about options for this applicant.

 

Larry Crouse was also concerned about this area of standing water being a mosquito bed making drainage of it even more urgent. Rick said the run off from the business parking lot goes into a storm sewer drain.

 

Doug Allison made a motion to allow the removal of 10 plants as shown in the green area and allow for the additional paving as long as the Austrees are  planted on 20’ centers where they are shown on the plan and may be on either side of the block wall. Larry Crouse seconded the motion. Motion carried 5/0.

SP-2000-02: Review the Revised site Plan for the R-Con Concrete Plant located at 611 W. 13th Street.

 

 

SP-2005-01: Review the Site Plans for the Andover Square Mountain Mudd Espresso kiosk at 201 W. Central. Bob Kaplan, owner of Andover Square Center and representative for the applicant, and Wanda Ring, applicant presented the plan.

 

Mr. Kaplan said this kiosk is an 8’ x 8’ structure which sits on the parking lot with the purpose of selling specialty coffees. This will be a drive-thru business. This structure can be anchored if necessary and Les has received the anchoring plan.

 

Larry Crouse was concerned about the traffic impact inside the Andover Square parking lot. Mr. Kaplan said he did not see any problem and that the building is already in the parking lot behind McDonalds, and that Les had suggested it be moved 10 feet to the north for improved traffic flow. Mr. Kaplan said the drive-thru can be accessed from Central and from Andover Road.

 

Les said he designed a traffic plan to cue up 4 waiting cars. Moving the building to the north would allow vehicles to enter from the north driveway. Bob Kaplan said he is planning repairs for the asphalt parking lot which is deteriorating. There will be 12’ wide asphalt driveways on both the east and west sides of the kiosk.

 

David Martine said he would abstain from this case as he is contracted by the applicant.

 

There was general discussion about landscaping with potted trees.

 

There was discussion about the bollards (concrete crash poles) placed on the corners of the structure.

 

Les was concerned about the separation of the southbound cue lane and the northbound main driveway and suggested a raised asphalt median. 

 

Charley Lewis asked about the hours of operation for the kiosk. Wanda Ring said it would be 6 a.m. – 6 p.m. Monday through Friday and Saturdays & Sundays 7 a.m. – 4 p.m. Wanda would like the business to open by February 14, 2005. Charley was concerned about traffic congestion with the existing businesses and the shaved ice kiosk. Larry Crouse said the busy seasons for coffee vs. shaved ice would not create a conflict.

 

Charley Lewis made a motion to approve SP-2005-01 for Mountain Mudd as presented. Shawn King seconded the motion. Motion carried 4/0/1 with David Martine abstaining.

SP-1997-14: Review the as-built landscape plan for the Andover Heights Mini Storage Facility located at 2009 N. Andover Road.  Rick Travis, owner of the mini storage apologized for being late to the meeting. David Martine reminded the Committee of his abstention.

 

Mr. Travis said the existing landscaping is being maintained and it is similar to the businesses to the north and south of the facility. Rick said this is being addressed to close an open permit.

 

Charley Lewis said the approved plan from 1998 shows plantings around the sign. Les said the as-built plan has never complied with the approved plan.

 

Larry Crouse said that to approve the as-built plan now, the Committee would be sending the wrong message to future builders in Andover. He does not think this plan will be difficult to comply with. Rick said he cannot plant in the easement. Rick said traffic is driving over the existing bushes in front of the brick front manager quarters building. He is planning to install T posts to prevent any further damage to the landscaping.

 

Rick said the landscaping on the ground between the driveway and the sidewalk is the same as the rocks and berms as Bill Kings strip mall. Rick said he does not have a problem complying with the Site Plan Review Committee’s requests.

 

Doug Allison made a motion to reject the acceptance of the as-built plan and asked for compliance to the original approved landscape plan or to reapply for a revised plan. Larry Crouse seconded the motion. Motion carried 4/0/1 with David Martine abstaining.

Member Items: There was general discussion about the Site Plan violation letters. Les said about half have made no effort to comply.

 

Jeff Bridges reminded the Committee about the Police Station Open House on Saturday from 10 a.m. – 2 p.m.
