SP-2004-09: Review the Revised Preliminary Site Plan
for the Walnut Valley Country Store located at 304 W. Hwy. 54. Rod Coker from Architectural Development Services
L.L.C. and Hal McCoy, owner presented the revised plan.
Rod Coker presented the revised elevation views to
the Committee. He said the first buildings to be addressed would be the
Walnut Valley Country Store and Garden Center. Poe & Associates are
consultants on this project for drainage, grading and site issues.
Mr. Coker said he is looking for schematic feedback
only at this time. He said the Walnut Valley Country Store is a 13,000 square
foot building and the Garden Center will be a 4,500 square foot building. Rod
Coker explained the plan for outdoor displays and seasonal vegetation around
the site. A sculpture is planned for the intersection with Cloud Avenue. Security gates will be used along with white split rail fence that wraps around
the entire building to the property boundary.
Mr. Coker said the function of this plan could be
compared to the Country Store in Maize. They want to create a good impression
for the City of Andover this development with the building design and
landscaping. The amended exterior design of the building will be a Red
Cherokee blend brick, with a split face limestone look concrete base band
around it. Brick columns will support a blade awning around the entire building;
with a 2-story entry area planned for the entry to the retail side of the
Country Store. There will be a cast stone looking limestone Crown Mold across
the top of the building for a Main Street USA appeal.
Mr. Coker said the Garden Center will be screened from
the rest of the facility by the Country Store to the south. Hay storage will
be to the back of the building, garden supply and plants on the front to
create a “front porch” atmosphere. The approach to the building will be a
winding walkway from the parking lot.
Larry Crouse did not think the exterior tan color of
the Garden Center would enhance the Country Store building. Rod Coker said
the color scheme is still under review. Mr. Coker said the materials would be
a batten board siding for the front of the metal building and metal building
panel on the back, and match the slate roof color. Hal McCoy said the color
of the siding would be tan, brown, or earth tone.
Hal McCoy said this new building elevation would
have many common features with future buildings in the development but not be
“cookie cutter” design.
Charley Lewis said she
likes the new elevation design, but she dislikes metal buildings. She asked
the architects to use batten board siding throughout the Garden Center. Rod Coker said this would not be a problem to change.
Charley Lewis asked why
there is no landscaping planned for around the Garden Center. Rod Coker said
it is because of the continuous seasonal garden supplies and plants that will
be displayed for sale outside this building. There are some permanent trees
planned for the front side of the building. Rod Coker said a detailed
landscaping plan would be presented at a later time.
Charley Lewis asked about
the wording underneath the blade awning. Rod Coker said there will be a
display panel with signs mounted on it which will show what the store offers:
feed, tack, clothing, and etc. This signage will not be backlit. Rod Coker
said the sign for the northeast corner of the property will be designed
later.
Hal McCoy said a “significant entry structure” would
be built for the 3 gateway entrances to this development.
Shawn King asked about parking lot lighting. Rod
Coker said they would like to use a theme of “old time streetlamps” with a
streetscape atmosphere. Hal McCoy said the parking lot lighting will be
traditional type lighting, and there will be a pathway of old fashioned lamp
posts throughout the center.
Shawn King asked for more information about the
“limestone like” crown molding. Rod Coker said they will be premanufactured
corners and that he will bring material samples to the next meeting.
No action was taken and the applicants left at 6:25 p.m.
