SP-2004-15: Review the
Final Site Plan for the Express Inn located in the 200 block of W. Hwy. 54.
Dave Tremble from Maior
Design Co. represented the owner and has submitted revised plans. These
include a grading/drainage plan, updated site lighting plan, revised
elevations with some corrections from the last meeting, and photos of the
existing area. He said added features on the north and west sides include
bump outs and roof elements.
Mr. Tremble said a concern
of the Committee is the screening and landscaping along the north and west
property lines. He said after much review, he feels what is currently
proposed exceeds any landscaping done by surrounding properties. In regards
to the landscape between the building and the fence, he still feels the
proposed landscaping is adequate for the site.
Charley Lewis was pleased to
see the exterior elevation had been changed to include the bump outs. She was
still concerned the room entrances were not redesigned to be interior vs.
exterior.
Mr. Tremble said there was
no clear direction from the Committee that proposed landscaping was not
appropriate. He feels the ornamental trees are still the best choice for the
area. Mr. Tremble further stated the site is properly zoned for a motel with
no requirements for the type of building.
Charley Lewis was still
concerned about possible safety and security problems that might occur with
this type of motel. Dave Tremble said the other facility in Goddard is well
received by the community and the developer would be willing to provide
letters from the City of Goddard and the Goddard Police Department that contends
their facility is safe. Larry Crouse said when Mr. Tremble returns next month
with those letters, he should bring a revised landscape plan.
Charley Lewis stated there
are several items on the staff checklist that have not been addressed. Mr.
Tremble noted several existing businesses in Andover are not landscaped the
way this Committee is expecting his project to be. Larry Crouse said the
issue tonight is not to justify previous plans.
Mr. Tremble said he needs
answers for this developer about why Andover is expecting more of his plans
than of other businesses. Les Mangus explained the differences in the other
sites mentioned. Les said the Express Inn is adjacent to residential property
which will require additional landscaping. Mr. Tremble said he would include
more landscaping in the rear of the motel.
Les said he still has
questions about the grading/drainage plan for the area between the Express
Inn and Goodwill. He said the numbers don’t make sense because they show the
area is flat with no place planned for water flow. Mr. Tremble said the plan
shows water flow into the paved area and will run into the retention area on
the south edge of the property. Les said on the east side of the building the
spot elevation at the east doors is 1326.9. At the south end of the island,
the elevation is 1326.75 which is 15 hundredths in 100 feet and not the required
minimum of 1% grade. Les explained he needed more details and spot
elevations. There was continued discussion about the drainage issues.
Charley Lewis did not see
the proposed lighting fixtures on the lighting plan. Mr. Tremble said they
will be 25’ poles with bronze fixtures. Les said the lighting plan meets the
1-foot candle minimum. Doug Allison disagreed and asked if building lighting
would supply the additional light to meet the minimum standards. Dave Tremble
said there will be under soffit lighting.
Shawn King asked if lighting
was planned for the rear of the building. Dave Tremble said no there is not.
Charley Lewis made
a motion to deny approval for SP-2004-15 due to lack of definitive solutions
for the paved area, overlay on the lighting, and a number of other unresolved
issues. Larry Crouse seconded the motion. Discussion continued.
David Beaver was concerned
about the plan for 2 “Express Inn” signs being too close together. Dave
Tremble said the building mounted sign could be removed. David Beaver asked what the area south of the building is. Dave Tremble said it is an outdoor
pool with security fence.
