SP-2005-20: Review the Final Site Plan for BCC Building Remodeling & Parking Addition located at 715 E. 13th St. Vince Haines from Prigmore Krievins Haines &
Limon Architects and Mike Calvert Dean of Butler College of Andover presented
the plan.
Vince Haines submitted copies of the revised site
plan and the lighting plan to the Committee. He said the college is
proceeding with an expansion of the 5000 building. This site plan focuses on
an entry portion on the south part of the south building and additional
parking spaces for the expansion. There will also be a paved access road to
the west where there is currently gravel.
Doug Allison said north is pointing the wrong
direction on the plan.
Doug Allison asked what work is being done to the
building. Vince Haines said it is all interior finish.
David Martine asked if there are 53 parking spaces
being added along the west side. Vince said that is correct.
David Martine asked how big the curb cut will be.
Vince said there is no curb cut just a culvert.
Doug Allison asked if the 38 parking spaces north of
the building are existing. Vince said that is correct.
Doug Allison asked if the plantings on the west side
of the building are new. Vince said the ones on the west, east and south sides
are new.
Larry Crouse said Viburnum plants will not survive
along the west wall due to the heat. There was general discussion about
planting options considering the 500’ run of the building.
Larry Crouse suggested planting trees on the west
side of the building for shade.
David Martine asked if the new parking on the west
side is curbed. Vince said it is not.
Les Mangus asked if bumper blocks would be used.
Vince said that is correct.
Doug Allison stated the lighting plan is not
adequate in the southeast part of the lot. Les Mangus said 1/3 of the new
parking area is not properly lighted.
Les Mangus said he talked to the electrical engineer
who did not include existing lighting in his calculations.
David Martine asked for trees to be planted on the
west side of the new driveway. He said parking lot screening is not required,
but he thinks trees would break up the long run of the building. Les reminded
the Committee of the 8’ chain link fence on the west property line. Doug
Allison suggested clumping trees along the fence line.
Doug Allison asked if there is an existing irrigation
system or if there would be a new one. Mike Calvert said everything is hand
watered by college students.
Larry Crouse suggested removing 2 parking spaces and
adding a planter. He asked to see more details on the plans and more
landscaping added to make the property look more like a destination.
Les Mangus said the approval of this site plan is
conditional upon the Board of Zoning Appeals approval on July 19th
of the variance case to reduce required number of parking spaces.
Larry Crouse made a motion to approve the site plan
with the condition of approval by the Board of Zoning Appeals for the
variance case, submission at the next Site Plan Review Committee of a revised
lighting plan, revised landscape plan, and to authorize building permits to
be issued on the interior remodeling only and occupancy withheld until a site
plan is approved. David Martine seconded the motion. Motion carried 4/0.
Mike Calvert said the proposed occupancy date is
August 22, 2005.
