SP-2004-01:
Review the Revised Site Plan for
the Andover Village Retail Center, located in the 300 block of south Andover Road. (adjacent to the north of Bank of America). Gennifer Glenn and Randy
Phillips of Spangenberg Phillips Architecture, and Zack Siegrist from Key
Construction Inc., presented the plans to the committee.
Gennifer
presented the revised site plan showing the changes made to the back of the
building covered with efis to match the rest of the building. The parapet
wall is continued around the back of the building so that the roof will not
be exposed to the residential neighborhood.
Randy
said this would be a mechanical screen that allows for continuous guttering.
Randy
said there is no information yet about whom the tenants will be or what
signage will be needed.
Randy
said the other issue they have resolved is about the storm sewer. Gennifer
said the storm sewer line would be extended to the north property line to
allow for parking in the rear of the retail center.
Randy
said the trash dumpster that was planned to be in the southwest corner would
now be placed on the northwest corner of the lot.
Doug
Allison asked if there is an additional storm sewer inlet on the northwest
corner of the site. Zack Siegrest said there would probably be a curb inlet
there that will tie back into the parking lot.
Randy
said Poe & Associates are the civil engineers contracted by the owner and
is working together with Spangenberg Phillips Architecture on the design of
the storm sewer system. Les Mangus said he is in agreement with this
arrangement.
Doug
Allison asked if the concrete retaining wall is stamped. Gennifer said it
would match the existing fence to the north of the site. Les said there is a
grade difference of about 3 feet between the drainage grading and the parking
lot grade.
Jeff
Bridges asked if there would be lights on the back doors of the building.
Randy said there would be wall pack lights with cut-offs for security that
will shine downward, not out into the neighborhood.
Doug
Allison asked if there is accent masonry at the top of the piers on the front
elevation. Gennifer said they are just light fixtures.
Charley
Lewis said that on the drawing
provided, all the font of the sign lettering is consistent. She was concerned
about tenants having a signature logo and how this would look on the sign.
Randy said the drawing is only a generic example of lettering and that each
tenant would be allowed to use the business logos.
Doug
Allison asked if colors have been proposed for the monument sign. Zack said
the monument materials match the building. Randy said they do not know yet
what color the tenant signage will be.
David
Beaver asked if the font could remain
consistent in color, yet allowing the lettering style to be individual. Randy
said some national companies would not locate here if they were not allowed
to have their recognized logo style and color selection.
Doug
Allison asked Larry Crouse if the plant selection met his approval. Larry
said that it does.
Larry
Crouse asked if the landscape plantings in the parking lot would be irrigated.
Randy said that all plantings would be irrigated.
Kevin
Dreiling made a motion to approve the plans as presented. Doug Allison
seconded the motion. Motion carried 5/0.
Charley
Lewis said she would like to see the
motion include language asking the applicant to return with plans for
signage. Les said the tenants would do these individually.
