SITE PLAN REVIEW COMMITTEE

May 4, 2004

Minutes

 

The Site Plan Review Committee met for a regular meeting on Tuesday, May 4, 2004 at the Andover Central Park Lodge located at 1607 E. Central, Andover, Kansas. Chairman Doug Allison called the meeting to order at 6:00 p.m. Members present were, Charley Lewis, Shawn King, David Beaver and Kevin Dreiling. Others in attendance were Zoning Administrator Les Mangus, Administrative Secretary Deborah Carroll, and City Clerk/Administrator Jeff Bridges.  Members David Martine and Larry Crouse were absent.

Call to Order

 

 

 

Review the minutes of the Site Plan Review Committee meeting of April 6, 2004.

 

Doug Allison stated the Committee unanimously approved the minutes as presented. 5/0

Review the minutes of SPRC of April 6, 2004.

 

 

SP-2003-08- Review the Revised Site Plan for the Lubbers East Auto Sales, an amendment to the building color scheme.  Ricky Reece, Project Superintendent for Lubbers, and Harold Mowery, Project Manager for R. Messner Construction were present to discuss the revision.

 

Ricky Reece said Lubbers requested the change in exterior colors.

 

Charley Lewis asked about the blue color. Ricky said it is blue efis.

 

Doug Allison asked if there would be 3 different colors of efis. Ricky said there would be 4- cool gray, darker gray, blue and white.  He said the white would not be very different from the main body of the building.

 

Doug Allison asked about the sign on the west elevation. He wanted to know if it is backlit and if it was submitted on previous plans. Ricky said he really does not know what is going on with the sign.

 

Harold Mowery told the Committee they just became aware of the developer, A.J. Reed and the owner of the motel entered into an agreement regarding the 17' building height maximum. There was some confusion whether this height was based from the finished floor or structure. Mr. Reece and Mr. Mowery submitted a revised elevation drawing. Mr. Reece said the new elevation shows the structure beginning at the sidewalk, they are at 17' tall with the main body of the building now and are at 19' to the peak.

 

Les asked if 1 foot of the building would be taken off. Ricky said yes and they have re-calculated the entire plan based on structure height, not architectural finish floor. The parapet wall has been shortened 1 foot and the canopy has been dropped down approximately 3 feet.

 

Doug Allison asked if the slope on the canopy has been lowered. Ricky said yes, it is flatter.

 

Doug asked if everything else is the same. Ricky said that it is.

 

Doug asked if the sign on the west would have a foot less parapet. Ricky said it would come down 1 foot or the sign will be downsized to fit.

 

Charley Lewis asked that the sign on the west be placed in a decent location. There was general discussion about the sign options.

 

Charley Lewis said the sign is not even backlit and asked about its importance. Les said the west driveway would become the main entrance north and south along the west side of the building to get around the backside of the Kwik-Shop.

 

Charley Lewis made a motion to approve SP-2003-08 Revised Site Plan for Lubbers East Auto Sales with the change in the color scheme and elevation change and that the west sign be proportionate to the rest of the building. Kevin Dreiling seconded the motion. Motion carried 5/0.

Member Items: Kevin Dreiling asked if the plan for the motel is going forward.

 

Charley Lewis said that at Blair's building, Dopp's has stuck a banner sign on the front of the building. Les said they have obtained a temporary permit for the banner sign.

 

Charley Lewis was concerned about the intersection at 159th and Central where they have added asphalt to the right shoulder of the road. There is a stripe there as if it is a turn lane but she is sure it is not intended to be one. Les said this is temporary widening which will cut some out of Kutter's driveway. He said that this road would be 4 lanes. Charley was concerned about the City of Andover's liability in this area. Les said that Sedgwick County is doing this work but he will call the Sedgwick County Engineer.

 

Charley Lewis asked if there could be a sidewalk built on 159th. Les said no.

 

Shawn King asked if the Bank of America is going to change the landscaping behind their building. Les said they have discussed some amendments, but have decided to leave the plan as previously approved.

 

Doug Allison asked if there has been any correspondence with the Diamond Shamrock station in regards to their required planter under the sign. Les said Kirk has been in contact with them and they are to begin the construction soon.
