SP-2004-11: Review the
Preliminary Site Plan for the Pergola Place Retail Center located at the
southwest corner of 2nd St. and Andover Road. Paul Cavanaugh,
architect from Places Architects and representative of the owners Don &
Jeff Walenta presented the plan. He said this will be a 13,000 square foot
retail building on the west side of Andover Road, north of the existing post
office. The owners want to preserve the north side of the site for a
potential restaurant. A mini-storage facility is planned for the west side of
the site that would be surrounded by an 8’ high concrete block wall. The
special use of the mini-storage facility is scheduled for review by the
Planning Commission this month. The building is 60’ wide and 200’ long, with
steel column and beam with steel bar joist construction. The façade along Andover Road will be a combination of masonry and synthetic stucco materials. A parapet will
be along Andover Road that will hide the rooftop mechanical units.
Larry Crouse said he would
like to see the colors of the buildings. Paul Cavanaugh said they have not
been defined yet, but he has suggested the owners use a blood red masonry,
suntan color, and the awnings over the store fronts dark blue steel column
and beam façade, and a fabric awning would come out to it and be a dark
green/red.
Shawn King suggested all the
tenants retain their personal logos but all the sign colors to match. Paul said
the owner is considering this already.
Kevin Dreiling asked Mr.
Cavanaugh why the approach is split between the restaurant and the retail and
not a separate drive for the restaurant. Paul said if the retail center is
developed first, they would like to have the access for both the retail
center and the mini-storage. He said on the north side of the lot off of 2nd
Street is an approach directly for the mini-storage facility. Paul said the
owner wants to share the Post Office entrance on the south side.
Doug Allison asked if the
awnings would be fabric. Paul said they would be, but no decision has been
made about the color of the awnings.
Doug Allison asked about the
material of the columns. Paul said they would be a 10” cylinder steel column
with a steel beam all of which would be dark blue in color. The canopy would
be sloped from the top of the beam back to the wall of the retail center.
Larry Crouse was concerned
about the choice of maple tree for landscaping.
David Beaver asked about the
back elevation. Paul said it will not be visible from Andover Road so they
plan to have masonry within the first 3 feet of the building and synthetic
stucco from there up.
Doug Allison asked if there
would be a parapet on both the north and south ends. Paul said yes there
would be.
David Beaver asked about the
line-of-site from the residential neighborhood side. Paul said they would
look at a screen wall on top of the roof. Les Mangus asked if the
mini-storage buildings would cover the back of the retail center. Paul said
it should for the lower level of the residential area only because the
storage facility will only be 8 feet high.
Larry Crouse asked what kind
of material is planned for the screening walls of the storage units. Paul
said they would be painted split face concrete.
Doug Allison suggested a
massive base below the front columns. Paul said they would consider it.
Deborah Carroll was
concerned about the driveway at the north end of the retail center and the
proposed drive-up window shown on page A-3 and traffic flow. Paul said the
window is planned as an option, but he would reconsider the issue, due to the
traffic direction conflict.
Doug Allison asked about the
setback on the south property line. Paul said the Zoning Regulations allow 0 or
5 feet and they pushed it off 24 feet from the property line and they could
find no easements on the plat map. Doug suggested moving the retail center to
the south 4’ – 5’ to allow room for the drive-up window.
Paul said he will return to
next month’s meeting with revised elevations, material samples, signage and
lighting plan.
