SP-2003-06 Review the Revised Site Plan for the Kwik
Shop located at 114 W. US-54. Sheila
Hackler of Baughman Company submitted color elevations to the committee
members. She said she is asking for approval of the plan with the condition
she will submit an updated lighting plan to Les to include lighting on the
north which will light the area between the Kwik Shop building and the
Goodwill Store.
Sheila Hackler said the Kwik Shop corporate logo has
changed and they have changed the building site to face Andover Road instead
of US-54. She said this should avoid some of the problems with the highway
expansion.
Sheila Hackler said the building materials have
changed from a pre-fab building to a split-face block building. She said on
page C1.2 which shows the trash dumpster facing west towards the car wash.
David Martine asked for an
explanation of the color scheme. Sheila Hackler said the split-face block
will be light grey; the new corporate logo will be light grey with a black
stripe.
Doug Allison asked if the colors on the building
would be metal. Sheila Hackler said only the striping would be metal.
Ed Soper, representative from Kwik Shop said only
the south side of the store would be bland with no striping and that all
exposed block will be grey 8”x 16” split-faced concrete material.
David Martine asked where
the HVAC system would be. Ed Soper said it would be on the roof and the
parapet on the 2 sides would cover it.
There Andover Road driveway was narrowed to 40 ft.
to meet the City Driveway Standards.
Phil Meyer from Baughman Company said that in
addition to the changes Sheila listed, the car wash will be on the west side
of the store. The pumps were moved to the east side. This will free the site
up for the future right-of-way at the intersection, and to improve traffic
circulation on the lot.
Les Mangus said this change
in color scheme is more subdued and blends in better with the Lubbers
building. David Beaver thought the colors were still too bold and would
rather the colors carry on the similar theme of the River project. David Beaver asked the members of the committee if they had any objections to the color choices
submitted tonight. David Martine said the grey split-faced block would tie in
better with the Lubbers building.
David Martine asked who
would build the road that connects Lubbers to the Kwik Shop. Ed Soper said
the land owner puts it in. Dr. AJ Reed, property owner said the Lubbers
building was designed to blend in with the Kwik Shop store.
Doug Allison asked if the elevation of the car wash
on page A3.1 shows it facing east. Phil Meyer said the front elevation faces
east.
David Martine asked if
there would be any glass on the Kellogg frontage side of the store. Phil
Meyer said the floor plan of the store would not allow for glass there.
Doug Allison asked about the beginning plant sizes
for the south side of the building. David Martine said the landscaping plan
shows they will be 6’ – 7’.
Doug Allison asked if staff accepted the grading
plan. Les Mangus said the only problem he saw with the plans was the lighting
issue along the north access driveway which will be resolved.
David Martine asked when
construction would start. Ed Soper said as soon as building permits are
submitted, approved and weather permitting.
David Beaver asked for
information about the future drive through window. Ed Soper said there will
not be one on this site.
David Martine asked if the
trash dumpsters would be screened with wood fence. Phil Meyer said it is a
block enclosure which is open to the west.
David Martine asked what
the north side of the store would look like. Phil Meyer said it will face
the Goodwill store and there will not be any landscaping on that side.
There was further discussion about the access roads
on this corner. Les Mangus said there will be joint access for the Goodwill,
Kwik Shop, Lubbers and hotel and there would be right-in right-out driveways
onto Andover Road and US-54.
David Martine asked if the
color bands would wrap around the building on the north side. Ed Soper said
they would not. David Martine was concerned about the traffic view of the
back of the building on US-54. Phil Meyer said there would be access lighting
on the north side that should make the north elevation more attractive.
David Beaver asked about
the building setback. Phil Meyer said it is 35’ off of Andover Road and 115’
from Kellogg which should allow for future expansion on Kellogg. Les Mangus said it is 200’ from the center of the median of US-54.
David Martine asked about
the height of the berm. Sheila Hackler said it will be approximately 4’ tall
which would serve as parking lot screening.
David Martine
made a motion to approve the revised plans for Kwik Shop with the condition
that staff approves the final lighting plan. Shawn King seconded the motion.
