SITE PLAN REVIEW COMMITTEE

Minutes

 

The Site Plan Review Committee met for a regular meeting on Tuesday, December 7, 2004 at the Andover Central Park Lodge located at 1607 E. Central, Andover, Kansas. Acting Chairman Kevin Dreiling called the meeting to order at 6:00 p.m. Members present were David Martine, Larry Crouse, Charley Lewis, Shawn King, and Doug Allison. Others in attendance were Zoning Administrator Les Mangus, Administrative Secretary Deborah Carroll, and City Clerk/Administrator Jeff Bridges.  Member David Beaver was absent.

Call to Order

 

 

 

Review the minutes of the Site Plan Review Committee meeting of November 2, 2004.

 

Larry Crouse made a motion to approve the minutes as presented. Shawn King seconded the motion. Motion carried 5/0.

Review the minutes of SPRC of Nov. 2, 2004

 

 

Staff Communications and Reports. There was no Staff report.

 

 

 

Communications:

Review the City Council minutes from the October 26, 2004 and November 9, 2004 meetings. The minutes were received and filed.

 

Review the Planning Commission minutes from the November 16, 2004. The minutes were received and filed.

 

Review the minutes of the November 9, 2004 Subdivision Committee meeting. The minutes were received and filed.

 

Review the Potential Residential Development Lot Report.

 

 

 

SP-2002-09: Review the Revised Landscape Plan for ATG Sports located at 317 E. Commerce Street. Ryan Barktol representing ATG Sports said he was here to answer questions of the committee.

 

Les Mangus said ATG Sports completed the construction of their new facility in the Andover Industrial Park in 2002, but the landscaping plan was modified by the contractor during installation. An As-built plan has been prepared for approval in lieu of the approved plan. Les said he recommends approval of the As-built plan.

 

Charley Lewis asked if the Site Plan Committee had the authority to require the applicant to remove the existing plants and replace them with the approved ones. Les said the Committee may require that.

 

Doug Allison arrived at 6:05 p.m.

 

Shawn King asked if the existing plantings are living. Les said they are alive.

 

Larry Crouse made a motion to approve SP-2002-09 As-Built landscaping plan for ATG Sports as presented. David Martine seconded the motion. Motion carried 6/0.

SP-2002-09: Review the Revised Landscape Plan for ATG Sports located at 317 E. Commerce Street.

 

 

 

SP-2004-11: Review the Site Plan for the Pergola Place Retail Center located at the southwest corner of 2nd Street and Andover Road. Paul Cavanaugh of Places Architects represented the owner with a more detailed version of the preliminary approved plan. Paul said the storage facility will not be built until the retail center is completed. The landscaping will be done around the perimeter of the entire property during the construction of the retail center. He said the owner wants to build the rear screening wall all the way to the north property line.

 

Paul showed the materials that will be used for the exterior of the retail center. He said under the windows will be pre-cast stone material and the store front windows will be bronze aluminum framing and tinted glass. The base of the archway will be red brick and the synthetic stucco materials will be a light and medium grey. The columns will be painted blue. The sloped roof will have an aggregate surfaced tile which has a 50 year warranty. The ceramic tile accent will be 2’ x 2’ gloss midnight blue squares.

 

Paul said once the retail center is built, only the edge of the roof of the storage facility will be seen by traffic on Andover Road. The concrete retaining wall will run completely around the storage facility and creates the back wall of the storage units.

 

David Martine asked if the storage facility would be taller than the retail center. Paul said no. Paul said the storage units will be 10’ maximum height and the retail center will be 20’ high. Les said the roof of the storage units is a ¼ ”/12” slope.

 

Shawn King asked about the color of the storage facility roof. Paul said it would be a white or off-white metal roof.

 

Larry Crouse asked how tall the west wall will be. Paul said it is 8’ poured concrete slump block and will create the back wall of the storage units. Paul said each storage unit will be internally lit. 

 

Doug Allison asked about the materials for the trash enclosure. Paul said the wall around it will be 8’ high slump block like the west wall. A pair of gates in front of it will be rough cedar board on a metal frame.

 

David Martine asked about the air conditioning units. Paul said they will be mounted on the roof behind the parapet wall and not visible from Andover Road.

 

Kevin Dreiling asked about the columns and beams. Paul said the columns will set out 8’ from the storefront wall which will create a covered walkway.

 

Jeff Bridges asked if there would be a gate for the storage units. Paul said the entrance gate to the storage units will match the gate to the trash enclosure and secured with a pedestal key pad system.

 

David Martine asked if the entrance driveway would be shared with the Post Office. Paul said the existing drive will be widened and shared.

 

Kevin Dreiling asked for the distance from the west property line to the back of the retail center. Les said it is 127’. There was general discussion about the neighborhood to the west which is two-family dwellings.

 

Paul said the lighting in the rear of the retail center is pole mounted shoebox style fixtures. Les said he approves this plan in general, with the exception of the 20 foot pole mounted light fixtures along the west property line north of the storage entrance adjacent to the two family dwellings. There was further discussion about lighting options for the parking area. Charley Lewis said the pole lights could be set on timers. Les said there are no windows along the east end of the duplexes.

David Martine asked if there is an existing wood fence on the property line. Paul said there is one.  David asked if the concrete wall would be built 15’ from the existing wood fence. Paul said yes and this will be a utility driveway. Les said 10 foot of this easement is full of utilities.

 

Kevin Dreiling asked if the access drive behind the restaurant would be built during the retail center construction. Paul said yes it would be.

 

Doug Allison asked for more information about the roofing tile in the awning. Paul said it has some relief. Les said this is similar to what is used by Andover State Bank.

 

David Martine asked for the distance from the west driveway to Andover Road. Paul said it is 220’. Paul said there would be a 4’ landscape bed with sod in front of it along the property line of Andover Road.

 

Charley Lewis asked where the sign would be placed. Paul said it will be in the middle of the Andover Road frontage.

 

David Martine said more plant material is needed on the north side of the future restaurant. He was concerned about the screening of the parking lot. David said the Golden Vicari variety is a good choice of shrub, but needs to be planted now and on 3’ centers instead of 10’. Paul said they will plant the shrubs wherever the committee requires them to. Les said that in a good year, the Golden Vicari will grow 2’ and that these are the same variety of shrubs as on the Kutter Vet Clinic at 159th and Central.

 

Doug Allison was concerned about the site lighting next to the adjacent residential area. Charley Lewis said there are no windows on the side of the residential so it should not be an issue.

 

Charley Lewis made a motion to approve SP-2004-11 Site Plan for Pergola Place with the exception of the shrub plantings being at 3’ centers rather than 10’ centers. Doug Allison seconded the motion.

 

Shawn King wanted to see a cutoff lighting fixture on the west property line. Paul said they would do whatever the Committee wanted.

 

David Martine asked if the west wall would be print or smooth block. Paul said it will be print.

 

 Charley Lewis accepted a friendly amendment to the motion to approve SP-2004-11 Site Plan for Pergola Place with the exception of all screening shrubs plantings being at 3’ centers rather than 10’ throughout the entire perimeter of the  property, and to change the lighting along the west property line to have cut-off fixtures. Larry Crouse seconded the motion. Motion carried 6/0.

 

Kevin Dreiling complimented Paul Cavanaugh on the presentation of this project. All questions were answered, plans were submitted ½ size and text was clear. The rest of the Committee agreed.

SP-2004-11: Review the Site Plan for the Pergola Place Retail Center located at the southwest corner of 2nd Street and Andover Road.

 

 

 

Kevin Dreiling passed the Chairmanship of the meeting back to Doug Allison at 6:38 p.m.

 

 

 

SP-2004-15: Review the Preliminary Site Plan for the Express Inn located at the northwest corner of US-54 and Andover Road. Dave Tremble from Maior Design Co. represented the owner and presented the plans.  He said the owner has entered into agreements with Lubber’s for connection to site utilities, access, and drainage. Engineering has been completed for the peripheral utilities and brought them up to the common areas which will be extended onto the property. This Express Inn owner wants to maintain the motels own identity in the commercial area as well as creating a softer impact to the adjacent residential property to the north.

 

Dave Tremble said they propose a basic cement board lap siding for the exterior of the building. Cement board trim pieces and wains cot will also be used. A green color Architectural Heritage series asphalt shingle will be the roof material. The color scheme will be a light gray main building face, with trim colors being 2 different gray colors that compliment the roof color giving the property some identity along Kellogg.

 

Dave Tremble further stated this will be a 41 room motel, 2 story building. Wall height is 20’, and the roof slopes at 6/12 pitch to a main ridge height of 125’. The building includes a guest services area, basic hospitality and check in area, 24’ x 22’ community meeting area, on site guest services, and maintenance, provisions for ADA, exterior pool, living suite for an on site manager. The property will be screened along the north and west sides with a wood fence, and propose landscaping around the entire property. The owner wants the landscaping to blend in with the residential area as well as to soften the properties appearance from the car lot to the south. The trash area will be landscaped, screened and kept away from the residential area.  The exterior window and wall openings on the west and north sides of the building have been limited to reduce the line of sight from the residential area. This developer’s goal is to be occupied in August 2005.

 

Kevin Dreiling asked where the entrance to the property is. An access road will be built on the south side of the Goodwill building off of Andover Road. Les said this will be a joint-use driveway across the front of the property. Dave Tremble said there is also a west access road along the side of Lubber’s.

 

Charley Lewis said she is concerned with construction of this project since the River Subdivision across the street will also have a hotel. She said she personally will never use this facility if given the choice between it and the hotel at the River. Dave Tremble said there has been some concern with the exterior balcony as opposed to an interior corridor design.  

 

Dave Tremble said this facility will be set up on a 24-hour closed circuit monitoring system.

 

Kevin Dreiling said this facility looks like a straight flat box next to the residential area. He suggested some architecture and material changes to the building which is 190’ long.

 

David Martine asked about the height of the building. Dave Tremble said it is 25’ to the peak.

 

Larry Crouse asked for the width of the area along the north property line. Dave Tremble said it is 10’ wide.

 

Larry Crouse asked about the height of the fence. Dave Tremble said it is 6’ tall wood fence on both the north and west sides of the property. Dave Tremble said rock mulch is proposed around the trees between the building and the fence because of the lack of sunlight in the area.

 

Dave Tremble said the trash dumpster is enclosed and gated with wood fencing. On the back side will be the pool area with concrete around it, and a 6’ wrought iron fence.

 

Doug Allison suggested breaking up the north wall with some architectural changes. Dave Tremble suggested some gable features across the back, or possibly creation a series of vertical panels or brick masonry to reduce the scale.

 

Dave Tremble said there are 4 windows on the north side of the building- 2 on the upper level and 2 on the lower in the corner rooms. 

 

David Martine asked Les about the zoning of the property to the north. Les said it is 2 family residential and B-2. David Martine asked about the zoning of the property on the east side. Les said there is more commercial property behind Braum’s to the west.

 

Les asked Dave Tremble for the purpose of the driveway on the east side of the property. Dave said he was not really sure.

 

Les asked if the Civil Engineer had come up with a solution to the drainage issues and cross lot connections with the Goodwill site along the west side of the property.  Dave Tremble said they are working on it.

 

Kevin Dreiling asked if there was a problem with not having a fire lane around the building. Les said the fire department has not seen these plans yet. He said it will all depend on what the fire rating and construction class used.

 

Dave Tremble said his goal tonight was to get some feedback from the Committee on the elevation drawings and basic building design. He said the engineer is trying to resolve some of the site issues.

 

Kevin Dreiling said the project is antiquated by the design of exterior corridors. Shawn King said he would like to see a change in the north elevation to break up the 190’ of straight line elevation.

 

David Martine would like to see more color coordination between the existing businesses on that corner of Kellogg and Andover Road. He suggested also planting more than 4 trees on the north side, the use of more exterior brick and/or masonry, breakup of the roof pitch on the rear of the building, and to change the color of the roof.  David Martine would also like to have an explanation of where the road on the east goes.

Kevin Dreiling would like the building to be designed with interior corridors.

Jeff Bridges asked the Committee to be consistent with its decisions.

SP-2004-15: Review the Preliminary Site Plan for the Express Inn located at the northwest corner of US-54 and Andover Road.

 

 

 

SP-2004-16: Review the Wall Signage Plan for the College Hill Cleaners in the Andover Village Retail Center at 321 S. Andover Road. Byron West from TriMark Signs and Fred Ortiz, owner of College Hill Cleaners presented the plan for the sign.  

 

Byron West explained this sign will be internally illuminated channel letters and logo. The hanger logo will have 5” returns, aluminum painted black face; white plex with translucent green and black 1st surface vinyl, black trim caps, raceway mounting, neon white. The letters are 5” returns of aluminum painted black faces, red plex, 1” red trim caps raceway mounting, neon white.

 

Larry Crouse made a motion to approve SP-2004-11 as presented. David Martine seconded the motion. Motion carried 6/0.

 

Byron West and Fred Ortiz left the meeting at 7:13 p.m.

SP-2004-16: Review the Wall Signage Plan for the College Hill Cleaners in the Andover Village Retail Center at 321 S. Andover Road.

 

 

 

SP-2004-17: Review the Site Plan for the Andover Senior Citizens Center Addition located at 410 N. Lioba Street. Architect Bill Morris from Augusta represented the Senior Citizens Club. He said this project will add 15’ along the entire east side of the existing center. Bill said they are trying to be compatible with the existing architecture without having a negative impact on the neighborhood to the east.

 

Charley Lewis asked why the architecture is not identical on the new addition to the existing building. Bill Morris said they are trying to be a good neighbor to Mennonite Housing to the east. The elevation was designed to not tower over them allowing more sunlight on their property.

 

Doug Allison asked if the rake trim would remain in the same place. Bill Morris said he was trying to maintain the definition of the original roofline.

 

Bill Morris said they are adding a small fence to screen the trash dumpster.

Charley Lewis asked if the wains cot could be run to the end of the building. David Martine said it would be covered by the fence.

 

David Martine asked who would see this building from the north. Les Mangus said Mennonite Housing Senior Apartments wrap around this property on both the east and north.

 

There was general discussion about the fence screening the trash dumpsters. Les said there is a concrete slab on the northwest corner of the building where the air conditioner units are, but that would be a long distance for the seniors to have to roll the cart on trash day.

 

Les said a solid fence cannot be built that close to the street, and no solid fence can be in the front yard. Charley Lewis was upset that there are no other options for screening the trash other than a goofy looking picket fence.

 

David Martine thought the building addition would have to be brick construction for fire protection. Les said the walls have to be 1 hour construction. Bill Morris said cement board siding will be used.

 

There was continued discussion about the roof line and gables that face the exterior. Les said there would be better screening if there were plantings along the fence.

 

Les said there will be a 3’ drop from the finished floor to the drainage swale. From the front stoop where the trash carts will be stored, will be a 3’ slope down to the sidewalk.

 

Doug Allison asked where the property line is. Les said it is in the middle of the sidewalk.

 

Les said today there is 29’ between buildings today. With the addition there will only be 14’ between buildings. A gable would be 9’ higher than the one next to it.

 

David Martine asked if any trees are in-between the 2 buildings now. Bill Morris said no there is not any, just grass.

 

Larry Crouse made a motion to approve SP-2004-11 as presented. Charley Lewis seconded the motion. Motion carried 6/0.

SP-2004-17: Review the Site Plan for the Andover Senior Citizens Center Addition located at 410 N. Lioba Street.

 

 

Member Items: There was general discussion about the Site Plan Violations letters that have been sent this week. Charley Lewis said this was due to the City Council’s upset about commercial properties not maintaining the approved landscaping materials. The Council directed Les Mangus to generate these letters and to follow through with contractors being hired by the city if the owners do not meet this deadline date for work completion. The cost of this will be assessed to the property tax of the owners.

 

Jeff Bridges invited the Site Plan Review Committee members to the Andover Employee Appreciation dinner at Terradyne Country Club on January 22, 2005. He said the invitations will be mailed soon.
