2003-04 Review the Site Plan for Advance Storage Office Addition- 1403 W. Ledgerwood Drive.
Don
Kimble, Architect, representing Bill Blair, contractor and owner of this
property said this is an existing location and that they have fulfilled all
the requirements as asked for by staff, which includes site sections, parking
lot lighting, landscape, and alterations.
Mr.
Kimble said they are adding a new 20' drive, which displaces 3 plants which
will be relocated to the end of the landscape strip as shown on the color
landscape plan. He stated the owner will be putting in an office and
apartment unit so there will be an on site employee 24 hours a day to service
clients.
Mr.
Kimble said the building as presented is efis and green metal with off white
accent stuccos. Green and tan metal all will match the existing buildings.
All units that face Hwy. 54 have efis on them that match. The same
manufacturer will be providing the materials for this project as the original
building. Mr. Kimble said there is an existing grading plan that was in place
and is appropriate for the entire site as it is developed.

Allison asked if the planting choices looked acceptable to Larry Crouse. He
said they looked fine. Les Mangus asked Mr. Crouse if he had been out to look
at the plants. He said he had not. Mr. Mangus said that on the plan there are
45 plants shown, and of those only 17 that are acceptable, and 6 that have
died back and come back from the roots. Mr. Mangus said it is a good planting
plan, but it should not be permissible to allow the plants to die.
The
City has a 4-year history trying to get this property owner to replace these
dead plants without success. Charley Lewis asked if there was irrigation to
these plants. Les Mangus said there is a drip irrigation system that the pipe
is broken on and is obviously not in use. Don Kimble asked if the owner would
upgrade and fix the drip irrigation system and replace any of the dead
plantings. Bill Blair said he has been working with Lloyd Clements concerning
the plants. Mr. Blair further stated his company filed suit in court
concerning the plants. Mr. Blair won the case a year ago with Tree-Rific Landscape & Nursery Center. Larry Crouse asked who would be doing the replanting.
Mr. Blair said that this would be bid out.
Charley
Lewis asked Mr. Blair if he had fixed the irrigation system if some of the
plants might have been saved. Of the existing plantings the Austrian Pine
trees all survived, the Shademaster Honey Locust died back and came back from
the roots, the Dwarf Burning Bushes, and the Pampas Grass survived. Larry
Crouse asked about the Spreading Japanese Yews. Mr. Mangus said they are all
gone. Bill Blair said they would all be replaced. Les Mangus said these plantings
are between asphalt and asphalt. Larry Crouse said this is not a good choice
of plant for this area. Les Mangus suggested trading out the Japanese Yew for
the Armstrong Juniper.

Allison asked if the columns were covered with efis. Don Kimble said they are
purchased round columns and all have efis'.
Larry
Crouse made a motion to accept SP-2003-04 amending the plant list to exclude
the Japanese Yew and to include the Armstrong Juniper, repair and/or replace
the irrigation system, and to replant the landscape plan be brought up to
what is shown on the plan. Charley Lewis seconded the motion. Carried 5/0.
