SP-2003-09 Review the
Revised Site Plan for Santa Maria's Mexican Restaurant at 300 E. 21st
Street (a revision to the approved site plan for Rothco Mini-storage).
Stephen Englert gave a
brief history of the 3-E Corporation, which he owns with his wife, and said
the driveway for the restaurant would be paved up to the street but is not
sure if it will be concrete or asphalt. He said the lighting diagram has been
submitted. A list of the plantings has also been included in the committee
packets.
Wanda Englert distributed
new computer generated photos of the proposed remodel of the building.
Stephen said windows would be added to the front of the building and all the
windows would have awnings.
Charley Lewis asked about
signage and if it would replace the existing sign. She asked if they had a
picture of what it would look like. Wanda said there was a diagram from last
month that showed the sign with the rock foundation, metal frame, and is 16'
in height. There will be no additional signage on the building except for on
the awnings.
Doug Allison asked for
information about site lighting. Wanda said 1 additional light will be added
to the west side of the parking lot and 1 security light will be replaced on
the building.
Charley Lewis asked if the
roof is still proposed green with blue awnings. Stephen Englert said that it
is.
Charley Lewis asked about
the wheelchair ramp. Wanda said that it is shown on Page 2 of the photos
submitted tonight.
Les Mangus said electrical
engineer specs have been calculated based on the fixtures being mounted at a
20' height. He asked the Englert's how this is achieved on a sign post that
is only 16' high and from a building fixture that is only 12' high.
Stephen said his brother covered this with the electrical engineer, and
specified the calculations were to be figured at 16' height for the building
a 20' or lower height for the pole. Les Mangus said the lower height does not
project out foot-candles as far.
Charley Lewis asked to see
the sample of the siding to be used on the restaurant. Wanda presented a
sample of the 12" lap siding building will be covered in and said that
it would be painted white.
Gary Israel asked if the 3
windows would remain on the front of the building and if they would take out
the bay window? Stephen said that they would.
Charley Lewis said that at
the last meeting Shawn King was concerned about the Winter Gem Boxwood plants.
Stephen said the Boxwood grows into a nice privet hedge and stays green year
round.
Doug Allison asked about
the height of the Boxwoods. Les Mangus said they grow to 6' tall and 6' wide.
Doug Allison asked about
changing the material on the ground around the sign. Wanda said it would be
planted with grass.
Charley Lewis said this
proposal is better than what was submitted at the last meeting; however she
still thinks this Mexican restaurant will look like a house with windows and
awnings. She said she did not feel the authenticity has been achieved yet.
Doug Allison asked if the
shingles on the roof are green.
Gary Israel suggested using
red awnings to make it more authentic Mexican style.
Gary Israel asked if all
the awnings could be connected, which would make this have more of a
business-like appearance. Stephen said they could not because of the design
of the roof.
Gary Israel asked about the
significance of the blue awning. Stephen said it was because he has already
purchased the awning materials at significant savings. Charley Lewis asked
why the materials were purchased without obtaining approval first. Stephen
said it was a good deal and that he could sell the materials if the
application was denied.
Charley Lewis stated people
are attending City Council meetings asking for approval for things because
they have already spent the money for the materials. She said the Council is
trying to teach the community not to expect approval for something after the
money has been spent. She further cautioned the Englert's that good deals
aren't so good if they are not approved.
Stephen Englert said he
hopes this restaurant does well so he is able to bulldoze it and put in a
real restaurant building.
Gary Israel asked how the
name of the restaurant would be put on the awning. Wanda said that it would
be sewn onto the canvas material.
Charley Lewis asked Les if
all the requirements have been met for staff. He said that he is satisfied
with the documents.
Charles Malcom made a
motion to accept the site plan for Santa Maria's Mexican Restaurant as
presented. Gary Israel seconded the motion. Gary Israel commented the
committee is not here to dictate every specific color for an applicant, only
to make recommendations to help businesses succeed. He further said he hopes
the restaurant is successful and that in the future changes are made to
create a more authentic Mexican exterior on the building. Motion carried 4/0.
