Review the Preliminary Site Plan for the Kutter Pet Care project at 1607 W.
Central. Ronald and Lori Kutter
presented information on the proposed project. Dr. Kutter said the City has
landscaped the right of way in front of the property facing Central Avenue. Dr. Kutter said the intention is to make the facility as quiet as possible
by limiting the number of openings in the building. The roof would be
covered with steel with insulating in the attic and a soundboard put in the
attic. Dr. Kutter said the west elevation would have a canopy and driveway
so customers would also be able to pick up animals off of 159th
Street. He stated there would be a 5’ sidewalk all the way around to the
back of the building. Dr. Kutter said they have not made specific planting
plans yet for the planting areas.
Gary
Israel asked if the entrance off of Central Avenue met guidelines. Les
Mangus said yes it does meet guidelines.

Lewis asked if 5’ was the right width
for the sidewalk to be wheelchair accessible. Les Mangus said 5’ was the
right width for wheelchair accessible.
Gary
Israel asked if 19’6” dimensions for the sign was the correct height. Les
Mangus said that at the corner of an arterial street intersection the height
and sign could be up 20 ft. Dr. Kutter told the group that is the same size
sign he had at his other clinic.
Gary
Israel asked where the air conditioning condenser was going to be put. Dr.
Kutter said he had not gotten that far and was waiting for recommendations
from this group. Gary Israel told Dr. Kutter he needs to look at the east
side regarding landscaping, lighting in the parking area, and also whether or
not he was going to be irrigating the property.
Dr.
Kutter told the committee he would be putting a 6’ wooden fence in the back
for walking the animals. Les Mangus suggested that he plant trees on the
other side of the fence. Lori Kutter said that they would like to put
Bradford Pear trees out front of the building. Les Mangus said that
Ornamental Pear trees would work better as they do not spread as much.
Doug Allison suggested that
they place curbs around the canopy area where columns would be, to protect
them if hit with a vehicle.
It
was the consensus of the Site Plan Review Committee that putting stone on the
columns on the front of the building would look nice. The committee asked
Dr. Kutter to try and keep the same detail to the building that has been done
with recent projects in the Andover area and keep in the character of the
adjacent neighborhood.
