SITE PLAN REVIEW COMMITTEE

October 1, 2002

 

The Site Plan Review Committee met October 1, 2002 at the Andover Central Park Lodge located at 1607 E. Central, Andover, Kansas. Members in attendance were Chairman Doug Allison, Charley Lewis, Kevin Dreiling and Charles Malcom. Also in attendance were Jeff Bridges, City Clerk/Administrator, Les Mangus, Zoning Administrator, and Deborah Carroll, Administrative Secretary. Members absent were Gary Israel and Shawn King.

 

 

 

The meeting was called to order by Chairman Doug Allison at 6:02 p.m.

Chairman Allison welcomed Kevin Dreiling to the committee

 

 

 

Review the minutes of the Site Plan Review Committee meeting of September 3, 2002. Motion by Charles Malcom to approve the minutes as presented. Charley Lewis seconded the motion.  Motion carried 4-0.

Review the minutes of the SPRC meeting of September 3, 2002.

 

 

Staff communications and reports.  Jeff Bridges stated that Kevin Dreiling was appointed to the Site Plan Review Committee by the City Council at the September 24, 2002 meeting.

Les Mangus stated that Larry Crouse would be late to tonight's meeting as he has another meeting with a conflicting time.

 

 

 

Review SP-2002-11 Site Plan for Folger's Gymnastics at 920 N. Andover Road. Garrett Addison, of Smith Construction Co. Inc. was in attendance representing the owners. He stated they are adding on and the new structure and plan to match the existing building. Mr. Addison said he was not clear whether he was to landscape the existing building as well as the new addition and noted that some planting on the property has already begun.

 

Charley Lewis asked that more landscaping be done to the original area to give it character. Mr. Addison said he did not think this would be a problem with the owner. Les Mangus said there is a 35' utility and drainage easement on the south and a mature hedgerow on the back of the property. 

 

Charles Malcom asked about the drainage on the south of the new addition. Mr. Mangus said there is a low area at the property line between Folger's property and the next property to the east that could be filled in as construction continues. He stated that the middle of the lot was lower than the drainage easement at the rear. Mr. Addison stated that the parking lot drainage would run to the north to the street.

 

Larry Crouse arrived at 6:10 p.m.

 

Les Mangus said there is plenty of opportunity on the west side of the building for additional landscaping. There was general discussion about landscaping in this area with suggestion of Rose of Sharon instead of the Hearty Hibiscus because it leaves something there in the wintertime.  Mr. Mangus stated there is a triangle island between the existing and proposed parking lots, and north of the existing swimming pool where there are plans for hearty hibiscus plants and an opportunity for shade trees to be planted.  Mr. Mangus would not suggest planting a river burch tree on top of the berms. Mr. Addison said the owner would be open to suggestions concerning the construction of the berms and of their landscaping. Doug Allison asked if the Austrian Pine would be a good choice of tree for this property. Larry Crouse said that it would. There was general discussion about the berms. Mr. Mangus stated that some existing trees have been removed by grading for the building pad.

 

Mr. Addison explained there is a gas line easement running through this property and that Williams Pipeline will not allow any planting or building on it. Larry Crouse suggested 2 more berms are built and 3 more trees planted to improve the appearance of the Folger's property.  Larry Crouse suggested planting Amur Maples on the berms.

 

Kevin Dreiling asked if there is an irrigation plan for the plantings. Mr. Addison stated he couldn't commit to any other changes from the drawing without the permission of the owner.

 

Chairman Allison asked Les Mangus if the grading is acceptable. Les Mangus said that for the parking lot area it is, but on the green space it is not.

 

There was general discussion about the lighting and striping in the parking lots. Mr. Addison said the lighting fixtures are

400-watt metal halide lights mounted on the building and are adequate for the entire parking area. Mr. Mangus stated that the parking lots need to be striped according to the plan.

 

Charley Lewis said she wanted to see the owners return to the next meeting with lighting, landscaping, and irrigation plans for approval. Chairman Allison asked what the status of the building project is right now. Mr. Addison said the building pad is there and the permits have been approved and paid for. He further stated the building materials are already on site. Chairman Allison stated he would like to see approval to begin construction of the building with the contingency of returning to the SPRC with the lighting, landscaping, and irrigation plans next month.

 

Motion by Doug Allison to approve the building portion of the project of SP-2002-11 Site Plan for Folger's Gymnastics at 920 N. Andover Road and to request that the owner come back with a revised landscaping plan that further enhances the triangular area of the northwest corner of the site and also enhance the triangle area north of the pool, submit other site lighting plan that adequately provides 1 foot candle of light over the new parking, and to submit an irrigation plan. Larry Crouse seconded motion. Motion carried 4-1 with Charley Lewis voting no.

Review SP-2002-13 Site Plan for the Glass Cottage and More at 1023 W. Hwy. 54. Charlotte Joetta Bauer and Pete Bauer stated the photos received by the SPRC were taken after 3 months of work on the property. She explained the existing home was Spanish décor that has been there since 1956. The home is being converted into a stained glass workshop/ studio/ retail business with approximately 3,000 square feet designed in a "U" shape. On the west side there is a large studio and one car garage. The main area in the center has a fireplace and was the living area. The area to the east was another large studio area and on the back there is a large room that has a garden area with glass windows in it. She said she intends to turn the west end into the stained glass area with the retail and classroom space. The interior will also include retail, and 2 small offices will be on the east end. The previous owners had a large parking lot in the rear of the property, and she wants to create 6 parking places in the front of the building plus 1 handicap parking space. Most of the classes being planned will be taught in the evening.

 

Mrs. Bauer stated that she owns the adjoining property on the west that closes at 6:00 p.m.  and is currently leasing it out. She expects her business to only be open until 8:00 p.m. and stated that her customers can use some of the parking from the adjoining property that she owns. Class size is estimated to be a maximum of 15 students. She stated that advanced classes could have a higher enrollment. Mrs. Bauer said there is 7 parking spaces that are concrete and rock in the rear of the building.

 

Les Mangus stated requirements are for 1 parking space per student/ teacher/ employee. Mrs. Bauer said the parking could be increased to 8 spaces. There was general discussion for options for parking spacing and placement. Mrs. Bauer said she wants to keep the cottage theme as well as saving all existing trees if possible.

 

Garrett Addison interrupted the Bauer's and asked the SPRC if it would help if the owner's of the Folger's property attended tonight's meeting as he had contacted them by phone. Chairman Allison said it would not matter now that the decision on the case has been made.

 

Doug Allison asked Mrs. Bauer about the parking lot lighting. There was general discussion about the lighting. Les Mangus stated the owners are working with Westar Energy to receive a detailed lighting plan.

 

Chairman Allison asked about the lighting for the parking lots. Les Mangus stated that the lighting plan submitted by Westar Energy is measured in average foot-candles. Mrs. Bauer said that the security light covers 11,000 square feet and is located on the corner existing pole. She further stated that she could add another light on the other pole on the east side. Mrs. Bauer said that on the peak of the studio on the west could have an additional light installed. 

 

Chairman Allison reminded the applicant that the requirement is 1 foot-candle of lighting over the parking area. There was general discussion about handicap accessibility for the business. Mrs. Bauer is asking for permission to remodel the interior of the structure. Chairman Allison asked Mrs. Bauer to supply the SPRC with a revised parking plan, revised lighting plan, plan for handicap accessibility, landscape plan (including existing trees and bushes and the ones that plan to be removed) and paint samples for the exterior of the business at the next meeting.

 

Les Mangus stated that the Bauer's have already replaced the old siding with T111 textured siding, put a coat of primer on it, replaced some windows and doors, and replaced the roof with red cedar shingles that match the fireplace.

 

Mr. Mangus asked Mrs. Bauer what her plans are for the color scheme of the exterior of the business. Mrs. Bauer stated that she intends for the building to remain mostly white with wine color trim and blue around the fireplace area to give the appearance of 3 cottages. The Bauer's left at 7:15 p.m.

 

Gene Miller attended the meeting to commend the SPRC for its work on the Green Valley Greens Apartments plan on behalf of the Green Valley and the Andover Village residents.

Review SP-2002-09 Site Plan for A.T.G. Sports at 317 E. Commerce Street in the Andover Industrial Park. Tim Hendricks was present to submit color and material samples as asked for at the previous meeting, a lighting layout and landscaping plan. Mr. Mangus stated that elevation plans have previously been submitted. Mr. Hendricks showed the rock panels, split faced block stone, mesa colored cast stone is planned for the lentels under the windows, and said the metal on the building will be light stone color. He said the owner plans to delete the diamond pattern accents around the top of the building. Mr. Hendricks said the rock face only occurs on the north elevation of the big building. The brick name is Kanopolis Greystone color, the split-face brick color is Elmhurst, the rock panel is Lightstone color, and the lentels will be Mesa color.

 

Doug Allison asked Mr. Hendricks about the panel behind the rock face. Mr. Hendricks stated it would be a 2" rock insulated panel.  Les Mangus stated the lighting plan was submitted before the last meeting. Mr. Hendricks stated the Austrian Pine trees would be changed on the plans for Black Hills Spruce trees. Charley Lewis asked Mr. Hendricks if there was any plan for designating as to what the building is. Mr. Hendricks said it would only have the address on it.

 

Motion was made by Kevin Dreiling to approve SP-2002-09 Site Plan for A.T.G. Sports at 317 E. Commerce Street in the Andover Industrial Park as presented. Motion seconded by Larry Crouse. Motion carried 5-0.
