SITE PLAN REVIEW COMMITTEE and

PARK PLANNING COMMITTEE

DECEMBER 4, 2001

 

The Site Plan Review Committee met for a joint meeting with the Park Planning Committee on December 4, 2001 at the Andover Central Park Lodge located at 1607 E. Central, Andover, Kansas. Members in attendance were Don Kimble, Charles Malcom, Doug Allison, Larry Crouse, Gary Israel, and Shawn King.  City Council liaison Tim McFadden was not in attendance.  Also in attendance were Jeff Bridges, City Clerk/Administrator, Les Mangus, Zoning Administrator, Pam Johnson, Administrative Secretary, and Wilma Stoltz, Administrative Secretary. 

 

Members of the Park Planning Committee in attendance were City Council member Ben Lawrence, Ralph Rust, Sharon Turner, Kate Mutch, and Dave Martine.

 

 

 

The meeting was called to order by Chairman Doug Allison at 6:05 p.m.

Call to order

 

 

Review of the minutes of the November 6, 2001 meeting.  David Foster would like the following change on Page 3, last paragraph for monument location, west side not practical.

 

Motion by Gary Israel to approve the minutes as amended.  Larry Crouse seconded the motion.   Motion carried 6-0.

Review the Landscape and Entry Monument Plans for the 13th St. & Central Ave. Bicycle/Pedestrian Path projects

 

Mike Rice and David Foster of Rice & Foster presented information about the projects.  Jim Ubert of Poe and Associates also presented information Central Park entrance monument.  Evergreens would be placed behind the monument with boulders and natural grasses planted in the front.   The monument would be 5-7 feet tall and 20 feet long with 13” lettering, would be similar in scale to Industrial Park sign.   It would be etched with lettering on cast material or stone with limestone base.  Jim Ubert said the lettering would be put at eye level from street.  It would be close to Central (entrance) with a light to shine on lettering.   Berming and height will not be a conflict with the goal of the berm to blend in with the trees.  David Foster showed examples of City of Eastborough monument.  Letters were 13” tall.  We would be using the upper and lower letters on our monument. Doug Allison wanted to know what type of evergreens would be planted.  David Foster said he leans to junipers.  Larry Crouse suggested Austrian pine.   Consensus that pines would be a better look.

 

Mr. Foster presented the information for the 13th Street Sports Park entry monument.  Mr. Foster stated this project estimate is $4,000 - $6,000.  The lettering would be lit on both sides and a light shining on the sign, and shift the bike path back to take advantage of existing trees.  Mike Rice proposed that the bench you can sit on have no back to view either way when sitting on it.  Mike Rice said it would be back from road far enough to allow for future road (13th Street) expansion. 

 

Discussion followed on the location of the sign. 

 

Mike Rice suggested that pictures be taken to show what it would look like.

 

Kate Mutch would like to see the silhouette show resemblance of both girls and boys and not just boys.  Discussion followed with changes to be brought to the next meeting.

 

Motion was made by Don Kimble to approve the sign graphics on Central.   Larry Crouse seconded the motion.    Don Kimble withdrew the motion as Ben Lawrence said just a consensus was wanted.  No one opposed the Central project.

 

Motion was made by Don Kimble to approve the Landscape and Entry Monument Plans with these conditions.

 

a.      To pursue digital camera to take photos of the 13th Street location with images of silhouettes for an idea.

 

b.      Address screening on east side (entrance) of sign.  Wants trees and backdrop to be put in the proposal.

 

  Larry Crouse seconded the motion.   The motion carried 6-0.

Review the revised Central Park Paving Landscape Plans.  Dave Foster presented information on Central Park Paving Landscape Plans. 

 

There was a consensus of the committee to approve the plans.

Discuss the Community Lake Assistance Program grant application for handicapped accessible fishing piers at Lake George in Central Park .    Les Mangus presented information on the project.  Wants to show improvements to enhance use of the lake.  Create a deep spot at 6 fishing station locations and have a gravel path to connect the locations around lake.   Discussion followed as to use gravel or asphalt.   Les Mangus suggested gravel be used all the way around.  Jeff Bridges suggested using asphalt on the first few stations.  Les Mangus estimated to do the whole project with asphalt would cost $33,000.  Don Kimble would like to get the location going with the gazebo so that the location of fishing stations can be decided.  Ben Lawrence thanked the staff for getting the grant going.
