SITE PLAN REVIEW COMMITTEE

April 4, 2006

MINUTES

 

The Site Plan Review Committee met for a regular meeting on Tuesday, April 4, 2006 at the Andover Central Park Lodge located at 1607 E. Central, Andover, Kansas. Chairman Doug Allison called the meeting to order at 6:02 p.m. Members present were Jason Mohler, David Martine, Larry Crouse, and Kevin Dreiling. Others in attendance were Les Mangus Director of Public Works and Community Development, Deborah Carroll Administrative Secretary, City Council Liaison Clark Nelson, and Jeff Bridges City Clerk/Administrator. Members absent were Don Kimble and Dora Arbuckle.

Call to order

 

 

Review the minutes of the Site Plan Review Committee meeting of March 7, 2006.

 

 

Kevin Dreiling made a motion to approve the minutes as presented. Doug Allison seconded the motion. Motion carried 5/0.

Review the minutes of the March 7, 2006 Site Plan Review Committee.

 

 

Communications:

 

Review the City Council minutes from the February 28, 2006 and March 14, 2006 meetings. The minutes were received and filed.

 

Review the Subdivision Committee minutes from the March 14, 2006 meeting. The minutes were received and filed.

 

Review the minutes of the March 21, 2006 Planning Commission Meeting. The minutes were received and filed.

 

Review the Potential Residential Development Lot Report.

 

Les Mangus reported member Dora Arbuckle has submitted her resignation due to medical reasons. Names of possible nominees are to be submitted to the Mayor Lawrence.

Communications

 

 

SP-2006-01: Review the Revised Site Plan for the Andover Professional Center building addition located at 324 W. Central. Dennis & Debie Bush, owners, and John Tasset, Project Coordinator was present to answer questions. Debie Bush said everything has been corrected and they are requesting final approval.

 

The applicant has addressed the changes suggested at the last meeting. Staff supports the plan as revised.

 

Doug Allison was concerned about the curb on the north side of the parking lot. John said that is an existing grass barrier. Discussion continued about the parking lot of this property and of the parking lot adjacent to the north.

 

Doug Allison asked if a grading plan has been done. Les said this is all existing pavement.

 

David Martine made a motion to approve this plan as presented with the exception of the plant material be a minimum of 2 gallon in size. Larry Crouse seconded the motion. Motion carried 5/0.

SP-2006-01: Review the Revised Site Plan for the Andover Professional Center building addition located at 324 W. Central.

 

 

SP-2006-03: Review the Site Plan for the O’Reilly’s Auto Parts store located at 253 N. Andover Road. Curt McNay, O’Reilly’s Project Designer from Springfield, Missouri presented the plan.

 

Les Mangus explained the O’Reilly Auto Parts site plan has been modified to reflect the changes suggested by the Committee at the last meeting. The bulk regulation conflicts in the current B-2 Neighborhood Business District zoning have been addressed by a change in the zoning district classification to B-3 Central Shopping District, which has been recommended for approval by the Planning Commission, but is pending approval by the City Council at the April 11, 2006 meeting. The last revisions to the plan include a wall sign, which is larger than allowed by the sign regulations. The applicant has indicated that a variance will be applied for to accommodate the corporate standard wall sign. Staff supports the plan pending the satisfactory resolution of both of the zoning issues.

 

Les further stated the revised 11” x 17” drawing shows the change of the man door from the west to the north side.

 

Jason Mohler asked if the 10’ maximum height of the monument sign was acceptable. The committee indicated that is fine.

 

Doug Allison asked for more information about the trash accommodations. Curt McNay said it will be a screened dumpster with a double door opening. There was discussion about options for placement of the trash enclosure. Les suggested angling the enclosure for access by the trash service. Curt suggested paving an additional area to the west of the trash enclosure for use by the trash trucks.

 

Doug Allison asked about the materials for the parapet on the back of the building. Curt said it will be a metal panel to match the color of the building.

 

David Martine was concerned about the north and south sides of the building being too plain. Doug Allison suggested some additional plantings to break up the walls. Discussion continued about planting options. Curt McNay said he would have their architect look at options.

 

Larry Crouse said the Boxwood bushes will not survive on the exposed site next to the sidewalk. He further stated the Dwarf Japanese Yew’s will die in the full sun. On the northeast corner, river rock should not be used as mulch; he suggested using big bark mulch instead. Curt McNay said he would have their landscape architect look at options.

 

Doug Allison said he would like to see a few trees planted along the south wall. Doug said access to the trash enclosure needs further discussion. Larry Crouse suggested planting columnar Junipers.

 

David Martine suggested planting sod on the perimeter of the property but using seed in the rear would be fine.

 

The applicant will return to the next meeting with revised landscape plans and north and south side elevation plans.

 

No action was taken. The applicant left at 6:30 p.m.

SP-2006-03: Review the Site Plan for the O’Reilly’s Auto Parts store located at 253 N. Andover Road.

 

 

SP-2006-05: Review the Site Plan for the Sherwin Williams building addition for the Thermal Oxidizer equipment located at 630 E. 13th Street. Bill Ellison Plant Manager of Sherwin Williams, Jim Roseberry of Sherwin Williams, and Chuck Martinson, William Paulson and Ed Julick of the CMM Group from Green Bay, Wisconsin presented this plan.  

 

Bill Ellison said this proposed site plan at the Sherwin Williams paint factory accommodates the addition of an air pollution control system required by the Clean Air Act. The proposed system consists of air ducts run from the paint mixing and containment equipment on the inside of the factory to a thermal oxidizer unit outside the building. The mechanical equipment is proposed to be screened by a 16’-8” concrete wall with landscaping, but an exhaust duct will extend approximately 20 feet above the screening wall. An emergency access road will be constructed to support the new equipment and allow fire department access to the south side of the factory.

 

Chuck Martinson said only the exhaust stack will be seen from the street. Landscaping will be planted around the building addition. Chuck continued to explain a new service road will be built to deliver this equipment. There was discussion about future building expansion.

 

David Martine asked about the color of the wall. Chuck Martinson said it would be painted to match the color of the building.

 

David Martine asked for the size of the trees. He recommended they be 8’ – 10’ tall. David Martine did not see the need for a screen wall that is 500’ off the road.

 

Larry Crouse suggested some groups of trees placed out away from the wall.

 

Les Mangus said that the dirt removed from the construction of the service road could be used for landscaping berms on the west and south of the wall. Trees could be planted on top of the berms to hide the wall. There was discussion about the need for the wall which is only there for privacy, not security. 

 

Jason Mohler asked about the surface of the road and asked if it is temporary. Bill Ellison said it is a city requirement for emergency vehicles. The concrete guy said it is gravel. The road should end within 150’ of the existing fire hydrant. Chuck Martinson said this building will be tied to the central security system. Discussion continued about the height and placement of proposed berms.

 

Larry Crouse and David Martine suggested planting groups of Austrian Pine and Red Cedar trees.

 

Les said staff supports the plan as submitted.

 

David Martine made a motion to approve the site plan with the condition of planting 12 Eastern Red Cedar and Austrian Pine  trees, staff approval of a berm layout with berms 4’ minimum height. Larry Crouse seconded the motion. Motion carried 5/0.

SP-2006-05: Review the Site Plan for the Sherwin Williams building addition for the Thermal Oxidizer equipment located at 630 E. 13th Street.

 

 

SP-2004-15: Review the revised signage plan for Express Inn located at 222 W. US Hwy. 54.

 

No applicant was present.

 

No action was taken.

SP-2006-04: Preliminary review of the Site Plan for the Newman/ Rathbone LLC Office Park to be located at 1139 N. Andover Road. Dave Rathbone and Jack Newman property owners presented the plan. Dave said this will be a 5-unit residential style office building.

 

David Martine asked how this building will be constructed. Dave Rathbone said it is stick built with a truss roof and hardiboard siding on 3 sides and the front will be a combination of brick and stucco. The gables with the arch will be stucco the same color as the body of the building. The brick will be wrapped around the sides. The blue-grey house on the frontage of this property is planned to be moved this month to the back residential lot.

 

David Martine asked if the zoning to the west is residential. Dave Rathbone said yes it is.

 

Larry Crouse said the landscape plan is lacking information. Dave Rathbone said he will be more prepared with the revised submittal.

 

David Martine asked if a berm could be built for parking lot screening. Larry Crouse suggested plantings in addition to the berm. Les said plantings need to stay below 33” to avoid the vision triangle.

 

There was discussion about the residential design of this building and the existing 6’ privacy fencing on the property.

 

Kevin Dreiling asked about the pole lights in the rear of the lot. Les said the access way is required to be lighted.

 

Kevin Dreiling asked about the HVAC units. Dave Rathbone said each tenant space will have its own unit which will be in the rear of the building.

 

Dave Rathbone asked about the height of the monument sign. Les said the maximum regulation height is 10’ with 100 square foot maximum gross sign area.

 

Jason Mohler asked about the drainage plan. Les said it is okay for the water to continue to sheet to Andover Road. Dave Rathbone said he will submit a formal drainage plan at the next meeting.

 

Doug Allison said the stall dimensions were off. Les said Dave Rathbone is trying to take advantage of the 2 foot bumper overhang. Doug said he does not think the 16’ is enough.

 

Doug Allison said there is a problem with the lighting plan. Dave Rathbone said coach lights will be on the front of the building on a timer. Les said this is not an integrated study. Doug Allison was concerned about the light pole on the southeast corner prohibiting the use of the parking stall.

 

Doug Allison asked if each tenant would have their own trash cart. Dave Rathbone said yes they would.

 

Les presented the comments submitted by member Don Kimble who could not attend this meeting.

  1. The site is over-built. Building is too big for the lot.
  2. Trash truck would not have appropriate turning radius to service the property.
  3. If no dumpster is used, where will the individual carts be kept? Dave Rathbone said the tenants will roll their own carts from the side of the building to the front for pick up. Les said there is not enough room planned to store the carts with room for the required 15’ to travel around them and the HV/AC units. Dave Rathbone said he does not plan to have parking in the rear of the building, but he does want to be able to have access to the rear for deliveries.
  4. There is not enough room to access the garage door. Dave Rathbone said no vehicle would be parked inside the building, that space is for his personal office and the overhead door is to accommodate storage of tools and building materials.
  5. The plate height shown on the elevations does not match the wall sections.
  6. Front entry and ADA parking regulations. Doug Allison said the grading is steep.
  7. Berms and improve the screening of the parking area.
  8. Where would gas and electric meters be placed? Les said if the gas meters would be in the back, they will have to be protected with ballards and squeeze the driveway down.

 

David Martine asked Les about the front and rear parking. Les said this property is zoned B-1 and is required a 20’ side and 20’ rear building setbacks. The way the plan is drawn, the building is up against the setbacks. The only option is to shrink the building, sidewalk, and landscaping 4 feet. There was continued discussion about the overhang.

 

Doug Allison said he is not comfortable with the 56’.

 

Discussion continued about using 2’ of the planned landscape area in the front for parking.

 

Dave Rathbone asked if it would be better if only his private office (Suite 109) had a private drive. Les suggested putting the private drive on one end of the building and the trash dumpster on the other end of the building so the truck could back in and pull straight out.  Discussion continued about moving the trash enclosure back 20’ from the front of the building.

 

Larry Crouse asked if the sidewalk would be built in the rear. Dave Rathbone said yes it will be.

 

Dave Rathbone asked about the maximum height of the light poles. Les said it is 15’ – 17’.

 

No formal action was taken. The applicants left at 7:35 p.m.

SP-2006-04: Preliminary review of the Site Plan for the Newman/ Rathbone LLC Office Park to be located at 1139 N. Andover Road.

 

 

SP-2006-06: Preliminary review of the Site Plan for the Central Park maintenance building located at 1607 E. Central.

 

Les explained this 50’ x 120’ building will be built on the extreme southeast corner of the park property. Les said there are 30’ hedge and pine trees surrounding this site. The sidewalls will be 16’ with a 4/12 pitch roof. The building will be complete insulated interior steel liner package. There will be approximately 2,000 square feet of storage, 2,000 square feet of truck parking, and a heated garage area for truck maintenance. There will be concrete aprons at all overhead doors.

 

Doug Allison asked what would be parked inside the building. Les said the backhoe, tree spade, dump truck, mowers, tractors, etc.

 

Doug Allison asked about removal of existing trees. Les said as few as possible would be taken out.

 

Les asked if wall pack lighting above each door and a pole light over the gate was okay. The committee said that would be fine.
