ANDOVER PLANNING COMMISSION

SUBDIVISION COMMITTEE

March 14, 2000

Minutes

 

The Subdivision Committee of the Andover Planning Commission was called to order by Joe Robertson at 5:40 p.m. on March 14, 2000.  Other member present was Ron Roberts.  Also present were Zoning Administrator, Les Mangus; City Clerk/Administrator, Jeff Bridges and Pam Darrow, Administrative Secretary.  Jim Orr and Lynn Heath were absent.

Call to Order

 

 

 

Motion to approve the minutes of the January 11, 2000 meeting as presented was made by Ron Roberts and seconded by Joe Robertson.  Motion was approved 2-0.

Wilder Acres, formerly known as Kuchenbecker Acres.  Roger Cutsinger of Goedecke Engineering and Dave VanWinkle, the new owner of the property, which is located 2 miles east and ¼ mile south of the City of Andover on Meadowlark, were present.  Les Mangus stated there would be no new streets for this change, the access for both lots will be off Meadowlark.  He also stated that the drainage flows to the road, which flows south.  He stated he has the drainage plan.  He also stated that the culvert on Meadowlark Road is dysfunctional.  He stated that this is a township maintenance issue and needs to be brought to the attention of the County Commissioners.  Mr. Mangus stated he is waiting on the title report.  He then received a copy of the title report from Mr. VanWinkle.  Mr. VanWinkle also stated that he is planning on joining Rural Water after this plat is approved.

 

Joe Robertson asked if the utility easement of 20’ was what was requested when Kuckenbecker Acres came before the Committee.  Mr. Mangus stated that it is.  Mr. Mangus stated that both conditions required have been met.

 

Motion was made to recommend approval of Wilder Acres to the Planning Commission by Ron Roberts.  Joe Robertson seconded the motion.  Motion was approved 2-0.

Flint Hills National Amended Final P.U.D. Phase 2.   Greg Allison with MKEC and Tom Mack of Devlin Financial presented the information.  Les Mangus had a list of items required for correction before the Final P.U.D. Phase 2 could be presented to the Planning Commission.  Mr. Allison stated that this would be accomplished.  Les Mangus also asked that there be a parcel boundary line on the P.U.D. between Parcel 2 and 6, as it is not currently marked.  Les Mangus stated that description to Parcel 6 needs to be added to the P.U.D.  Les Mangus stated that it also needs to be called out that Reserve A will be used as an emergency opening. 

 

Greg Allison stated that he still needs to get the Preliminary P.U.D. recorded.  He believes he has all the required work done on it and will get the Preliminary P.U.D. to Les Mangus on Wednesday, March 15, 2000. 

 

Les Mangus stated that the patio home area does not have the curb and gutter called out.  Les Mangus, Ron Roberts and Joe Robertson added the following items in addition to items #1 through #7 on the staff review and comments:

8.         Parcel Boundary line is to be added between Parcel 2 and 6.

9.         Preliminary P.U.D. must be recorded.

10.       Submit conditions for the perimeter road.

11.       Copies of easement documents from Butler Rural Water and Butler Rural Electric need to be given to Les Mangus. (He needs to know if these are easements or Rights-of-way, as requested in Item C10.)

12.       The 60’ dedication must show book and page recording information on the P.U.D.

13.       Somewhere on the P.U.D. indicate that Phase 2 Flint Hills National First Addition abuts parcel 6. 

 

Les Mangus also let Greg Allison and Tom Mack know that a tornado siren is going to be put in at 120th and Andover Road.  It is needed in the neighborhood and this corner has the power to it already.  Les Mangus also stated he needs the right-of-way information for this corner.  Mr. Allison will provide it.

 

Motion was made by Ron Roberts to recommend approval of Flint Hills National Amended Final P.U.D. Phase 2 to the Planning Commission, with comments 8 through 13 added to the current staff review and comments and the conditions to be cured to the satisfaction of staff before the filing of the plat.  Joe Robertson seconded the motion.  Motion was approved 2-0.

Flint Hills National Amended Final P.U.D. Phase 3. Greg Allison with MKEC and Tom Mack of Devlin Financial presented the information.  Les Mangus had a list of items required for correction before the Final P.U.D. Phase 2 could be presented to the Planning Commission.  Mr. Allison stated that this would be accomplished.  Les Mangus had the following additional comments to add.

1.         Put a boundary around “Reserve F” on the P.U.D.

2.         Separate the names of the streets Flint Hills National Parkway and Prairie Park Drive and move them on the P.U.D. so that it is clear which street is which.

3.         Call out the quarter section description on the P.U.D.

4.         Parcel descriptions need to list the net size and minimum lot size.

5.         There must be a note of Andover Road access control.   State that access control is by virtue of previous plat.  120th Street is noted.

 

Motion was made by Ron Roberts to recommend approval of Flint Hills National Amended Final P.U.D. Phase 3 to the Planning Commission, with comments 1 through 5 added to the current staff review and comments and the conditions to be cured to the satisfaction of staff before the filing of the plat.  Joe Robertson seconded the motion.  Motion was approved 2-0.
