Tuscany - Amendments to
Preliminary P.U.D. Kenny
Hill from Poe and Associates and Mark Cox the developer presented information
for revisions to the Tuscany Preliminary P.U.D. Kenny Hill stated that this
is an amendment to the preliminary P.U.D. He listed the changes:
1. Amending
Parcel 4 and 5. Previously Parcel 5 was 2.3 acres and zoned B-2 Commercial.
They are changing to 6 acres as B-2 Commercial.
2. The
remaining of Parcel 4 will be R-3 Residential Zoning. These will probably be
twin homes.
3. They
have added a pool in the Northwest corner of Parcel 4. This would serve
Parcel 4 and 1. The pool will be put in now.
There may
be some street name changes, which they will
present
at the next Planning Commission meeting.
Joe Robertson asked if Tuscany Drive will
intersect with Monte Cristo. Mark Cox stated it would. Joe Robertson asked
if there were roads in Parcel 2. Mark Cox said there were not. Joe
Robertson wanted to know if the pool would be visible from the road. Mr. Cox
stated it would be visible from Pawnee Avenue.
Jeff Bridges asked Les Mangus what the B-2
Business District hours of operation were as the P.U.D. has B-2 Business
District with unrestricted hours. Les Mangus stated that the B-2 District
hours are 7:00 a.m. to 11:00 p.m.
Jeff Bridges asked if Tuscany Drive and Fieldstone Drive are collector streets and also asked if there is a sidewalk. Les Mangus
stated these are collector streets with a sidewalk.
Joe Robertson stated he is bothered by the
unrestricted hours in the B-2 Business District and would like that
addressed. After considerable discussion it was decided that that acceptable
perimeter margins be established around the exterior of the B-2 Business
District and that the margins follow the B-2 Business District hours of
operation.
Jeff Bridges asked about general provision #15
which states: “35 percent of the lots shown on Final P.U.D. Plans must have
construction of new dwellings started prior to beginning construction of
streets and utilities in a new phase of development.” Jeff Bridges stated
that this should be changed to: “35 percent of the lots shown on Final
P.U.D. Plans must have Certificates of Occupancy prior to beginning
construction of streets and utilities in a new phase of development.” The
Subcommittee members agreed to this.
Motion was made to recommend approval
of amended Tuscany Preliminary P.U.D. to the Planning Commission by Joe
Robertson, with the condition that acceptable perimeter margins be
established around the exterior of the B-2 Business District and that the
margins follow the B-2 Business District hours of operation. Jim Orr
seconded the motion. Motion was approved 3-0.
