SUBDIVISION COMMITTEE

July 11, 2000

Minutes

 

The Subdivision Committee of the Andover Planning Commission was called to order by Lynn Heath at 5:40 p.m. on July 11, 2000.  Other members present were Joe Robertson, Ron Roberts and new member Quentin Coon was present.  Also present were Zoning Administrator, Les Mangus, City Clerk/Administrator, Jeff Bridges and Pam Darrow, Administrative Secretary.

Call to order

 

 

Motion to approve the minutes of the May 9, 2000 meeting as presented was made by Joe Robertson and seconded by Lynn Heath.  Motion was approved 2-0.  Ron Roberts and Quentin Coon abstained, as they were not at the subject meeting.

Minutes of the May 9, 2000 Planning Commission

 

 

Final Plat of Talc Creek.  Kenny Hill from Poe and Associates represented the applicant, Tony Durano.  This is a final plat of one lot located at Lakeside Drive and Central.  Mr. Durano plans to build a new State Farm Insurance office.  Mr. Hill stated that they have or will comply will all City of Andover comments on the subject property.  Les Mangus stated that they have complied.  Mr. Hill stated that the sanitary sewer runs along the east side of Lakeside.  Les Mangus stated it is also on the northwest corner of the lot.  Mr. Hill stated that the water line is on the west side of Lakeside Drive. 

 

Motion was made by Joe Robertson to recommend approval of the final plat of Talc Creek to the Planning Commission.  Ron Roberts seconded the motion.  Motion was approved 4-0.

 

Les Mangus stated this will be on the agenda of the July 18, 2000 Planning Commission.

Final Plat of Heather’s Acres.  Bob Kaplan represented the applicants Darrin and Heather Lyon.  The applicant is applying for a final plat approval.  The discussion centered around the access to the property, frontage road and access control on McCandless Road.  Bob Kaplan agreed to provide a developer’s agreement, which will include for his client to pay for the access on to Highway 54.  After general discussion, a motion was made.

 

Motion was made by Joe Robertson to recommend approval of Heather’s Acres final plat to the Planning Commission with the following conditions:

 

1.         Comments from City Staff regarding the review of the final plat must be adhered to.

2.         A 50’ frontage road dedication must be given.

3.         The frontage road will be installed upon the request of the City of Andover and KDOT.

4.         Should KDOT force the closure of access to U.S. Hwy 54, property owner can utilize the 50’ frontage for access.

5.         One access to be allowed on McCandless Road.

 

Ron Roberts seconded the motion.  Motion carried 4-0.

Member items.  Lynn Heath extended a welcome to the new member of the Committee, Quentin Coon.  He is replacing Jim Orr, who became a City Council member.

Adjournment.  Motion to adjourn was made by Joe Robertson, with the motion seconded by Ron Roberts.  Motion carried 4-0.  Meeting adjourned at 6:43 p.m.
