SUBDIVISION COMMITTEE

August 8, 2000

Minutes

 

The Subdivision Committee of the Andover Planning Commission was called to order by Chairman Lynn Heath at 5:32 p.m. on August 8, 2000.  Other members present were Joe Robertson, Ron Roberts and Quentin Coon.  Also present were Zoning Administrator, Les Mangus, City Clerk/Administrator, Jeff Bridges and Pam Darrow, Administrative Secretary.

Call to order

 

 

Motion to approve the minutes of the July 11, 2000 meeting as presented was made by Quentin Coon and seconded by Ron Roberts.  Motion was approved 4-0. 

 

Les Mangus updated the Subdivision Committee regarding Heather’s Acres.  He stated KDOT was contacted regarding US Hwy 54 access.  KDOT stated that the access on US Hwy 54 was to be closed and it was to be done now.

Cedar Park Second Phase of Preliminary P.U.D.   Kenny Hill from Poe and Associates presented information on behalf of the developer, PDS Development Co., Inc., John Greenstreet.   Mr. Hill is presenting information regarding the second phase of the project.  He stated there is an open reserve between the 1st and 2nd Phases.  This phase is 17.6 acres which is proposed to have 47 Single-Family Residential Lots zoned R-2.  This is an expansion in the number of lots than was originally proposed in Phase 2.  Mr. Hill stated that the street standards have been changed to comply with the current City of Andover street standards.  Mr. Hill stated the developer is looking at a sidewalk on Lakeside Drive or along the rear of the lots near the open reserve.  Mr. Hill stated that the two smallest lots are Lot 11, Block 2 with 9,349 sq. feet and Lot 6, Block 1 with 9,559 sq. feet.  He stated that the minimum lot size on the original plan was 9,000 sq. feet and this phase is in excess of that square footage. 

 

Les Mangus reminded the Committee that in the original PUD phasing it was set up that the development of the third phase of development would trigger the completion of Lakeside Drive north to the railroad tracks.

 

He stated that we need to remind Mr. Greenstreet that this is to be done at some point.

 

Ron Roberts mentioned that there does not appear to be many houses built in the first phase.  Les Mangus stated that the developer has to have Certificates of Occupancy for 35% of the lots to apply for the next phase of development.

 

Mr. Hill asked if a railroad crossing would be required.  Les Mangus stated that it probably would be required.

 

Ron Roberts asked about item 10 regarding the hedgerow.  He thinks the wording is wrong.  The wording should be “All existing hedge rows on the perimeter shall remain intact…”  Mr. Hill agreed that the word perimeter should be added and he will change item 10.  Mr. Hill stated that the developer will try to save as many of the trees in the interior of the property as possible. 

 

Les Mangus stated that KGE required additional easements and has given a copy of the request to Mr. Hill. 

 

Motion was made by Joe Robertson to recommend approval to the Planning Commission of Cedar Park, 2nd Phase Final PUD with the following conditions:

 

1.         Item B1.  Crosses into the Phase 4 area, which requires the construction of Lakeside Drive to Allison Street.

2.         Item C5.  Include a permanent benchmark.

3.         Item 6.  Sidewalk should be along Lakeside Drive.

4.         General Provision 10.  Add the word perimeter as follows:   “All existing hedge rows on the perimeter shall remain intact…”

5.         Addition easements to KGE as per drawing provided by KGE

6.         Potential of lot 4 being altered.

 

Motion was seconded by Quentin Coon.  Motion carried 3-1 with Ron Roberts voting no.
