ANDOVER PLANNING COMMISSION

SUBDIVISION COMMITTEE

September 12, 2000

Minutes

 

The Subdivision Committee of the Andover Planning Commission was called to order by Chairman Lynn Heath at 5:35 p.m. on September 12, 2000.  Other members present were Joe Robertson and Ron Roberts.  Also present were Zoning Administrator, Les Mangus, and City Clerk/Administrator, Jeff Bridges.

Call to Order

 

 

Motion to approve the minutes of the August 8, 2000 meeting as presented was made by Joe Robertson and seconded by Ron Roberts.  Motion was approved 3-0.

Caywood Addition, Amended Preliminary P.U.D.   Kenny Hill from Poe and Associates presented information on behalf of the developer. Mr. Hill presented the information regarding the amendments.  He stated the changes are as follows:

 

1.         Six acres have been added to the property,

2.         The lots are to be smaller, but average 10,000 sq. feet,

3.         The 1st Phase will be at 159th Street, and

4.         There will be a 24” water main at 159th Street.

 

Quentin Coon arrived at 5:44 p.m.

 

Mr. Hill also stated:

 

5.         The street right of ways will be to the new City standards, and

6.         The lots will have 6’ side yard minimums.

 

Joe Robertson, Quentin Coon and Ron Roberts were concerned about the density and lot sizes at the minimums for the district.

 

Jeff Bridges stated there is to be an 8’ sidewalk on the collector street, which is Basswood.  Joe Robertson asked about the landscaping in Reserve D and suggested that the Reserve be developed by adding playground equipment during Phase 1.

 

Lynn Heath stated that Honeysuckle goes through to Basswood and there is access from Honeysuckle to Reserve D.

 

Ron Roberts confirmed that Reserve E is drainage only.  He commented that the 6’ sideyard will equal a 12’ separation; he would prefer 8’ minimum sideyards.

 

Motion was made by Joe Robertson to recommend approval to the Planning Commission of Caywood
Addition Amended Preliminary P.U.D. with the following conditions:

 

1.         8’ sidewalk width on collector streets.

2.         8’ minimum sideyard.

3.         Develop Reserve D by landscaping and adding playground equipment during Phase 1.

 

 Motion was seconded by Ron Roberts.  Motion carried 4-0.

Caywood Addition, Amended Preliminary P.U.D.  

 

 

Caywood Addition, Phase 1 Final P.U.D.  Motion was made by Ron Roberts and seconded by Joe Robertson to recommend approval to the Planning Commission of Caywood Addition, Phase 1 Final P.U.D. with the following conditions:

 

1.         8’ sidewalk width on collector streets.

2.         8’ minimum sideyard.

3.         Develope Reserve D by adding playground equipment during Phase 1.

4.         Cottonwood Street name is a conflict and needs to be changed.

5.         Change the name of the County Clerk to Mary Walker.

 

Motion carried 4-0.

Caywood Addition, Phase 1 Final P.U.D. 

 

 

Decker/Kiser Preliminary P.U.D.  Rob Hartman with Professional Engineering Consultants, P.A. presented information on behalf of the applicant.

 

Ron Roberts requested an 8’ sidewalk on one side of the collector streets and 5’ sidewalks in the other residential areas.

 

Bickley Foster’s comments were reviewed and discussed, and the committee agreed with the need to clarify the existing and proposed arterial street right of ways.

 

Motion was made by Quentin Coon and seconded by Lynn Heath to recommend approval to the Planning Commission

of the Decker/Kiser Preliminary P.U.D. with the following condition:

 

1.         8’ sidewalk width on the collector streets and 5’ sidewalks in the other residential areas.

2.         Clarify the existing and proposed arterial street right of ways.

 

Motion carried 4-0.
