SUBDIVISION COMMITTEE

November 14, 2000

Minutes

 

The Subdivision Committee of the Andover Planning Commission was called to order by Chairman Lynn Heath at 5:35 p.m. on November 14, 2000.  Other members present were Joe Robertson, Quentin Coon and Ron Roberts.  Also present were Zoning Administrator, Les Mangus, City Clerk/Administrator, Jeff Bridges and Administrative Secretary Pam Johnson. 

Call to Order

 

 

Motion to approve the minutes of the October 10, 2000 meeting as presented was made by Ron Roberts and seconded by Joe Robertson.  Motion was approved 4-0.

Preliminary Plat of the C. J. Smith Subdivision.  Les Mangus stated that Ron Smith presented a new preliminary plat and passed one to each member of the
Committee.  Les Mangus stated that all conditions have been met other than referencing an existing easement of a water line, a copy of which was just found.  It is a 10’ easement on the north end of Lot 2 at the property line. This will be put on the updated preliminary plat prior to the Planning Commission meeting.  Ron Smith, working on behalf of the owner stated that the owner is dividing the property into three lots and will sell two lots.  Mr. Mangus stated that the lots are in excess of 20,000 sq. feet each, which is the minimum required for the R-1 Residential District.  Mr. Mangus also stated that the owner plans to use existing water, sewer and streets.  Mr. Mangus stated that there are no replies from the utility companies as of yet.  

 

Motion was made by Joe Robertson to recommend to the Planning Commission approval of the C. J. Smith Preliminary Plat with the 10’ easement for the water line on the north end of Lot 2 to be added.  Ron Roberts seconded the motion.  Motion carried 4-0.

Final Plat of the C. J. Smith Subdivision.  Les Mangus stated that all requirements have been corrected except the drainage plan and the applicant is working on that.  Mr. Mangus stated that this is platting a metes and bounds piece of property into 3 lots. 

 

Motion was made by Joe Robertson to recommend to the Planning Commission approval of the C. J. Smith Final Plat with the 10’ easement for the water line on the north end of Lot 2 to be added and a drainage plan be provided.  Ron Roberts seconded the motion.  Motion carried 4-0.

Amended Preliminary P.U.D. for Cloud City.  Kenny Hill from Poe and Associates presented information on behalf of the developer.  Ron Spangenberg of Spangenburg Phillips Architects was also present.   Kenny Hill stated that there was a meeting with the owners of the properties regarding the remnants of parcels adjacent to the commercial parcels.  The remnants of parcels shown on the prior plan have been incorporated into the new parcels in this amendment.  The changes in this amended P.U.D. are to the residential area.  This amended Preliminary P.U.D. has 5 parcels and the original Preliminary P.U.D. was 17 parcels.  Les Mangus stated all the single-family residential zoning is in Parcel 5. 

 

Lynn Heath asked if there are any zoning changes.  Mr. Mangus stated there was and it would be in front of the Planning Commission next week. 

 

Quentin Coon asked if there are berms.  Mr. Hill stated the commercial tract has a 130’ setback and that this is addressed in General Provision 17.

 

Lynn Heath asked about sidewalks.  There was general discussion regarding the width and placement of sidewalks.  During the discussion Les Mangus stated that Minneha is a collector street and Cloud is a reverse frontage road. 

 

Motion was made by Joe Robertson to recommend approval of the Amended Preliminary P.U.D. for Cloud City with the following conditions: 

 

            1. 8’ sidewalks on the west side of Yorktown and an 8’ sidewalk on Cloud, the side of the street being optional. Minneha as it is shown is to remain the same.  There is to be no sidewalk on Frisco. 

 

2.         2. A pedestrian walkway is necessary in Reserve E and G.  

 

Lynn Heath seconded the motion.  Motion carried 4-0.                                                                                                         8’ sidewalks on the west side of Yorktown and an 8’ sidewalk on Cloud, the side of the street being optional. Minneha as it is shown is to remain the same.  There is to be no sidewalk on Frisco.

Member items.   Joe Robertson stated he is wondering about large deep ruts between the Liquor Store and Angelo’s on the frontage road and Daisy Lane.  He stated this is very muddy and has large ruts.  He would like to see this corrected.  He stated he will bring this up at the Planning Commission.
