Review the Site Plan for the Andover Vet Clinic located at 517 W. Central.

Les Mangus Memo: The Final Site Plan for the Building Addition at Andover
Veterinary Clinic extends the existing building to the west side yard building
setback limits, which is currently part of the parking area. The proposed
plan functions well for circulation, but makes the grading plan very
difficult. I have contacted the Engineer about my concerns with the building
floor being lower than the proposed building sidewalk, parking area, Central Ave. sidewalk and curb, and the resulting hazard of large storms overtopping the Central Ave. curb and allowing street drainage to circumvent the street improvements to flow
toward the building, which is precariously low.
Don
Kimble stepped down from the committee
because he is representing the applicant in this case. Don submitted the revised
drainage and lighting plans to the committee.
Don
explained this plan adds exam rooms and treatment areas. He said the existing
business will continue to run during construction. He briefly described the
floor plan and entry area. There will be additional parking area added on the
south end of the existing and a new parking area created in front of the
building along Central Avenue. The site drains to the west.
Don
explained the proposed lighting plan for the parking and access area. He
asked the Committee to give exception to the 1 foot-candle minimum
requirement in an effort to keep the light poles at 16 feet in height. Les
added that the proposed plan also sheds over 2 foot-candles across the fence
to the residence adjacent to the west.
There
was general discussion about the drainage and grading plan.
Don
Kimble said this landscape plan and
materials are similar to other projects he has done along Andover Road.
Don
asked for this site plan to be approved pending satisfaction by staff of the
lighting and drainage plans.
Doug
Allison asked if there were parking stalls in front of the trash enclosure.
Don said no, there is a paved pad for access by the trash service.
Don
Kimble explained the wall sign will
have the doctor’s names and the veterinary symbol on it. Les asked for
dimensions of the wall signage.
Jason
Mohler said this plan is nice but
would like to see quantifications of the 100 year storm profile in Central Avenue.
Les
was concerned about the drainage in the parking area going out to a flume and
then across 10- 12 residential yards to drainage out to the west, and the
building is 1 foot lower than the curb and that the engineer should verify
the effects of the 100 year storm profile in Central Avenue.
Jason
Mohler asked if Les would be okay with conditional approval of this plan. Les
said he is not sure yet.
Jason
Mohler asked for a comprehensive drainage analysis.
Doug
Allison asked if all mechanical units would be on the roof areas. Don Kimble
said yes they will be.
Doug
Allison made a motion to approve the site plan as presented with the
following condition.
- Revised grading and site lighting plans need to be submitted at
the next Site Plan Review Committee meeting.
Jason Mohler seconded the motion.
In
further discussion, Les was still concerned about the parking lot lighting
being cut off at the residential neighborhood. Don Kimble said that would be
addressed.
