SITE PLAN REVIEW COMMITTEE

June 6, 2006

MINUTES

 

The Site Plan Review Committee met for a regular meeting on Tuesday, June 6, 2006 at the Andover Central Park Lodge located at 1607 E. Central, Andover, Kansas. Chairman Doug Allison called the meeting to order at 6:05 p.m. Members present were Jason Mohler, Don Kimble, Larry Crouse, and Clark Nelson. Others in attendance were Les Mangus Director of Public Works and Community Development, Deborah Carroll Administrative Secretary, and Jeff Bridges City Clerk/Administrator. Members absent were  David Martine and Kevin Dreiling

Call to order

 

 

Review the minutes of the Site Plan Review Committee meeting of May 2, 2006.

 

Chairman Allison asked if there were any additions or corrections to the minutes. Hearing none, he stated they were approved as presented.

Review the minutes of the May 2, 2006 Site Plan Review Committee.

 

 

Communications:

 

Review the City Council minutes from the April 25, 2006 and May 9, 2006 meetings. The minutes were received and filed.

 

Review the Subdivision Committee minutes from May 9, 2006. The minutes were received and filed.

 

Review the minutes of the May 16, 2006 and May 23, 2006 Planning Commission Meetings. The minutes were received and filed.

 

Review the Potential Residential Development Lot Report.

 

Chairman Allison welcomed Clark Nelson as a voting member to the Site Plan Committee.

Communications

 

 

SP-2004-15: Review the reader board sign plan for Express Inn located at 222 W. US Hwy. 54.

 

From Les Mangus Memo: The applicant proposes revisions to the pole sign approved at the May meeting to add and electronic message board. The pole sign with the additional message board is still within the sign regulations limitations. Staff supports the plan as revised.

 

Hasu Patel, owner of Express Inn, presented his sign plan.  He said this will be a reader board with 19” red lettering.

 

Jason Mohler asked what messages would be posted. Mr. Patel said it would advertise HBO, continental breakfast, and etc.

 

Larry Crouse made a motion to approve the sign plan as presented. Jason Mohler seconded the motion. Motion carried 5/0.

SP-2004-15: Review the reader board sign plan for Express Inn located at 222 W. US Hwy. 54.

 

 

 

SP- 2006-10: Review the Site Plan for the USD #385 addition of classrooms to Cottonwood Elementary School located at 1747 N. Andover Road.

 

From Les Mangus Memo: The Final Site Plan for the Classroom Addition at Cottonwood Elementary School is an addition on the rear of the building with virtually no visual impact outside of the school grounds. The materials and building profile match the existing construction. The bonus to this addition is that Staff was allowed to open the discussion of the site traffic and parking situation. The Architect has revised the traffic circulation pattern to place buses only the north driveway, which has caused persistent problems. The overall existing parking space count is acceptable. Staff supports the plan as submitted.

 

Tyler Moorland and Ken Helmer from Howard and Helmer Architects presented the plan. Tyler said this plan will add 2 classrooms and boy/girl restrooms. He said this will be a 3,720 square foot addition to the existing 70,000 square foot school. He said the materials will be the same as the existing facility; the concrete ramp will be changed to run from the south. Some of the playground equipment will have to be relocated for this construction.

 

Ken Helmer said this project will change the bus loading/unloading area from the south end of the building to the north to better accommodate busses and the designated vehicle stacking area for car traffic to try and keep student pickup vehicles from parking along Andover Road.

 

Clark Nelson asked Les if everything on the checklist was completed. Les said he is satisfied.

 

Larry Crouse made a motion to approve the site plan as presented. Jason Mohler seconded the motion. Motion carried 5/0.

SP- 2006-10: Review the Site Plan for the USD #385 addition of classrooms to Cottonwood Elementary School located at 1747 N. Andover Road.

 

 

SP-2006-11: Review the Site Plan for the Andover Vet Clinic located at 517 W. Central.

 

From Les Mangus Memo: The Final Site Plan for the Building Addition at Andover Veterinary Clinic extends the existing building to the west side yard building setback limits, which is currently part of the parking area. The proposed plan functions well for circulation, but makes the grading plan very difficult. I have contacted the Engineer about my concerns with the building floor being lower than the proposed building sidewalk, parking area, Central Ave. sidewalk and curb, and the resulting hazard of large storms overtopping the Central Ave. curb and allowing street drainage to circumvent the street improvements to flow toward the building, which is precariously low.

 

Don Kimble stepped down from the committee because he is representing the applicant in this case. Don submitted the revised drainage and lighting plans to the committee.

 

Don explained this plan adds exam rooms and treatment areas. He said the existing business will continue to run during construction. He briefly described the floor plan and entry area. There will be additional parking area added on the south end of the existing and a new parking area created in front of the building along Central Avenue. The site drains to the west. 

 

Don explained the proposed lighting plan for the parking and access area. He asked the Committee to give exception to the 1 foot-candle minimum requirement in an effort to keep the light poles at 16 feet in height. Les added that the proposed plan also sheds over 2 foot-candles across the fence to the residence adjacent to the west.

 

There was general discussion about the drainage and grading plan.

 

Don Kimble said this landscape plan and materials are similar to other projects he has done along Andover Road.

 

Don asked for this site plan to be approved pending satisfaction by staff of the lighting and drainage plans.

 

Doug Allison asked if there were parking stalls in front of the trash enclosure. Don said no, there is a paved pad for access by the trash service.

 

Don Kimble explained the wall sign will have the doctor’s names and the veterinary symbol on it. Les asked for dimensions of the wall signage.

 

Jason Mohler said this plan is nice but would like to see quantifications of the 100 year storm profile in Central Avenue.

 

Les was concerned about the drainage in the parking area going out to a flume and then across 10- 12 residential yards to drainage out to the west, and the building is 1 foot lower than the curb and that the engineer should verify the effects of the 100 year storm profile in Central Avenue.  

 

Jason Mohler asked if Les would be okay with conditional approval of this plan. Les said he is not sure yet.

 

Jason Mohler asked for a comprehensive drainage analysis.

 

Doug Allison asked if all mechanical units would be on the roof areas. Don Kimble said yes they will be.

 

Doug Allison made a motion to approve the site plan as presented with the following condition.

  1. Revised grading and site lighting plans need to be submitted at the next Site Plan Review Committee meeting.

 Jason Mohler seconded the motion.

 

In further discussion, Les was still concerned about the parking lot lighting being cut off at the residential neighborhood. Don Kimble said that would be addressed.

 Motion carried 4/0.

SP-2006-11: Review the Site Plan for the Andover Vet Clinic located at 517 W. Central.

 

 

 

Don Kimble rejoined the Committee.
