Review the Preliminary
and Final Plats of the Stiles Addition located at 2120 S. 159th
Street East.

Les Mangus memo: The proposed plat is the result of a split of a 13 acre
parcel of form a 200 acre parcel for the purpose of building a single family
home. The proposed lot has a rather long frontage on 159th St.
East, of which a good portion is bisected by a floodplain. The existing
structure on the property is already served by a public waterline. Staff
supports the plat as drawn with the addition of a minimum building pad
elevation 1 foot above the Base Flood Elevation, and a statement or petition
on the future paving of 159th Street and extension of public sewer.
Mark
Stiles, owner was present to answer questions of the committee.
Les
said the parcel was part of the 200 acre parcel is the vacated Hidden Hills
PUD. Les said the Stiles and Goedecke Engineering just realized this 13 acre
parcel needed to be platted because it is inside the city limits.
Lynn
Heath asked about water service. Les
said the property is served by Wichita Water. Les said the closest sewer line
is a half-mile away.
Jan
Cox asked if there is a plan to build a house on this property. Mark Stiles
said a house will be built in the future.
Lynn
Heath asked what the structure shown
on the plat is. Jan Cox said it is a barn. Lynn Heath asked if water is
supplied to the barn. Mark said yes it is.
Lynn
Heath asked if the street would be
private. Mark said yes it is and that the road is gravel.
Les
said his only comment not corrected was the flood plain and how to
interpolate the flood plain elevation. He said the creek on the property is a
couple of hundred yards from Four-Mile Creek and to designate this creek as
backwater. Les said Goedecke only scaled the flood plain boundaries off of a
flood plain map.
There
was discussion about the comments from Les on both the Preliminary and Final
Plats. Les said both comments from the Preliminary have been corrected.
Jan
Cox asked about the Final Plat Statement of Improvements. Les said that is an
issue to be worked out before the plat can be filed. The property has city
water, but city sewer is not reasonably available. Les said Mark will need to
give the city a petition that if it ever becomes available that he will
become part of a benefit district to get public sewer.
Lynn
Heath asked if there is an existing
lagoon system. Les said there is a modified aerated lateral system in place.
Les
said the minimum pad elevation needs to be shown on the final plat.
Jan
Cox asked about the Governing Body Certificate if it is supposed to say “City
Commission”. Les said that is an ongoing detail with engineers who work in
several communities.
There
was general discussion about the city limit line to the south.
Jan Cox made a motion to
recommend approval to the Planning Commission for the Stiles Addition
Preliminary and Final Plats as presented. Lynn Heath seconded the motion.
