SUBDIVISION COMMITTEE

April 10, 2001

Minutes

 

The Subdivision Committee of the Andover Planning Commission was called to order by Vice-Chairman Joe Robertson at 5:40 p.m. on April 10, 2001.  Other members present were Quentin Coon and Ron Roberts.  Lynn Heath was absent.  Also present were Zoning Administrator, Les Mangus, City Clerk/Administrator, Jeff Bridges and Administrative Secretary Pam Johnson.

Call to Order.

 

 

Motion to approve the minutes of the February 13, 2001, Subdivision Committee meeting as presented was made by Ron Roberts and seconded by Quentin Coon.  Motion was approved 3-0.

Review of the Amended Preliminary P.U.D. and Amended Final P.U.D. plans for Phase 3 of the Flint Hills National Golf Club Estates Addition. Jason Gish of Mid-Kansas Engineering Consultants, Inc. represented the landowner.  Mr. Gish stated that this change is to create a new market in the Flint Hills National area.  Basically this is to change 3 current lots, lot 72, 73 and 74 to 20 smaller lots.  The applicant is also going to change the zoning of the residential lots to R-2 due to the smaller lot sizes.  Mr. Gish stated that this area is a long cul-de-sac due to the different phases of development for this area and the existing entry road.  Mr. Gish stated that the east area would be developed first then it would develop to the west.  Mr. Gish stated that the cul-de-sac was approximately 1500’ and there is a potential for an emergency access easement to 130th Street.  Mr. Gish stated that there will be a berm and trees along Reserve E.  Jeff Bridges asked what the lot count was now.  Mr. Gish stated the lot count for the entire P.U.D. is now 188 with this revision.  Les Mangus stated that there are several items, which need to be corrected on the Amended Preliminary and Amended Final P.U.D. plans which are as follows:

 

Amended Preliminary P.U.D.

 

1.      General Provision #2 needs to add emergency access to S.W. 130th Street.

2.  On the second to last page of the Parcel Descriptions, the paragraph concerning Parcel No. 3A has a typo.  This should read as R-2 Single-Family Residential, not R-1 Single Family Residential as is shown.

 

Lynn Heath arrived at 5:50 p.m.

 

Mr. Mangus also stated that the Amended Final P.U.D. needs the following changes:

 

1.  General Provision #2 needs to add emergency access to S.W. 130th Street. 

 

2.  A statement must be added to the General Provisions that “failure of the homeowner(s) or Homeowners Association to properly maintain the property shall give the City the right to properly maintain the area and to assess the cost of maintenance to the property owner. 

 

3.  The legal description needs to be corrected on the Planning Commission certificate on the P.U.D.

 

4.  Include a permanent benchmark.

 

5.  Present a drainage plan. 

 

Motion was made by Quentin Coon to recommend approval of the Amended Preliminary P.U.D. and the Amended Final P.U.D. with the following conditions:

 

Amended Preliminary P.U.D.

Lynn Heath seconded the motion.  

 

There was discussion by Ron Roberts as to the length of the cul-de-sac, he felt it should be tied into the main road.  Mr. Gish stated that it is difficult to tie in to the main road there, as there are existing berms and trees, the entrance gates are just past the turn around, and this is also where there is  some ditching for drainage. 

 

The motion was approved 4-0.  Mr. Robertson wanted to remind the Sub-division Committee that the P.U.D.’s cannot be approved until the zoning is changed.

Member Items.  Mr. Heath will be unable to attend next week’s Planning Commission meeting as he will be out of town.

Adjournment.   Lynn Heath made a motion to adjourn.  Ron Roberts seconded the motion.  The motion was approved 4-0.
