SUBDIVISION COMMITTEE

October 9, 2001

Minutes

 

The Subdivision Committee of the Andover Planning Commission was called to order by Chairman Lynn Heath at 5:32 p.m. on October 9, 2001.  The other member present was Ron Roberts. Also present were Zoning Administrator, Les Mangus, City Clerk/Administrator, Jeff Bridges and Administrative Secretary Pam Johnson. 

Call to order.

 

 

Motion to approve the minutes of the August 14, 2001, Subdivision Committee meeting as presented was made by Lynn Heath and seconded by Ron Roberts.   Motion was approved 2-0.

Review the Preliminary Plat of the Summerfield Addition. 

 

Phil Meyer of the Baughman Company appeared on behalf of the applicant, Scott Bishop, who was also in attendance.  Mr. Meyer stated that this property was previously rezoned R-3.  Mr. Meyer stated that Mr. Mangus had 3 comments in his review and they have addressed those 3 issues, which included listing the current zoning, which is R-3; the building setback should be 25’ not 20’; Heorman Street right-of-way must be vacated by final plat or a petition for vacation must be done, and this will be vacated in the final plat.  Mr. Meyer stated that there are a couple of new issues to be addressed now.  This includes needing two variances to finish the development.  One BZA action will be a variance for the square footage of the property.  The zoning requires 36,000 square feet to accommodate 12 dwelling units and they only have 34,310 square feet.  The second variance will ask that the rear yard setback be cut from 25’ to 10’-8.5’.  Chairman Heath asked what was being built.  Mr. Bishop stated they are wanting to build 3  4-plexes.  Mr. Bishop stated that this is a peculiar shaped lot and the railroad easement and utility easements are a concern.

 

Sheri Geisler arrived at 5:45 p.m.

 

Lynn Heath asked Mr. Mangus what the purpose of a building setback was.  Mr. Mangus stated that it keeps buildings from being right on top of each other.  Mr. Mangus stated this is a BZA issue and the applicant just wants to let the Committee know BZA’s will be coming.  Chairman Heath asked if there are sidewalk issues.  Mr. Mangus stated there are not and also stated that the street, water and sewer are all in place.

 

Motion was made by Ron Roberts to recommend to the Planning Commission, approval of the Preliminary Plat of the Summerfield Addition with the conditions as follows:

 

1.      Label Heorman Street right-of-way to be vacated by final plat.

2.      Building setbacks be changed from 20’ to 25’.

3.      Mark the current zoning as R-3.

 

Sheri Geisler seconded the motion.  Motion carried 3-0.

Review the Preliminary Plat of the Summerfield Addition.
