ANDOVER PLANNING COMMISSION

SUBDIVISION COMMITTEE

May 14, 2002

Minutes

 

The Subdivision Committee of the Andover Planning Commission was called to order by Chairman Lynn Heath at 5:36 p.m. on May 14, 2002.  The other member present was Ron Roberts. Also present were Zoning Administrator, Les Mangus, City Clerk/Administrator, Jeff Bridges, and Administrative Secretary Pam Johnson.

Call to order.

 

 

Motion to approve the minutes of the April 9, 2002 Subdivision Committee meeting as presented was made by Ron Roberts.  Lynn Heath seconded the motion.  Motion carried 2-0.

Review the Final PUD Plan of Diamond Creek Addition First Phase. Kenny Hill from Poe and Associates presented information on behalf of the developer, Diamond Development of Kansas, LLC.  Mr. Hill stated that there would be access into the Addition off of 120th (Pawnee).  He also stated that there would be 64 single-family lots.  Mr. Hill stated that in this phase the average lot size is to be 11,387 square feet. 

 

Dave Martine arrived at 5:49 p.m.

 

Mr. Hill stated that the only issue of concern by the developer is the 8’ sidewalks on the east side of Reserve B.  There was general discussion regarding all the sidewalks.   Mr. Rick Travis of Diamond Development of Kansas, LLC was concerned with the safety of the 8’ sidewalks on the east side, especially near the spillway.  Les Mangus stated that the placement of the sidewalk was in the Preliminary PUD and if they wanted to change it they could go through the process for amending a PUD.  There was then general discussion about the grading of the property led by David Martine.

 

Motion was made by Lynn Heath to recommend approval to the Planning Commission of the Final PUD Plan of Diamond Creek Addition, First Phase with the following conditions:

 

1.  Provide permanent benchmark.

2.      Acknowledge mortgage holder if any.

3.      Provide title report.

4.      Provide final drainage plan.

5.      Provide restrict covenants if any.

6.      Sidewalks will be 8’ on the East side of Reserve B, sidewalks on the north side of Diamond Drive will be 5’ and will run past Ruby, Sapphire Court and to the edge of Reserve A, where the sidewalks will be 8’.

 

David Martine seconded the motion.  There was no discussion.  Motion carried 3-0.

Review the Final PUD Plan of Diamond Creek Addition First Phase.

 

 

Member Items.  Lynn Heath stated that we need to remember to add a fourth member to the Subdivision Committee at the next Planning Commission meeting.
