Review the Replat of a portion of the Terradyne
Estates Addition. Les Mangus stated
golf course planners say you need 80-yard width fairways. There was general
discussion about the need for an additional platted setback line on the rear
of the lots. Kenny Hill of Poe and Associates said it should be left up to
the builder.
Mr. Mangus suggested the house be built more to the
east side of the lot to provide more setback from the golf course tee box. He
further stated the lot is 145' deep and 80' wide, and would leave 30' - 35'
for rear yard. Kenny Hill does not want to confine the building area so much
that it limits the kind of home that can be built on the lot.
Les estimated 40 yards from the center of the tee.
From the northeast corner is about 35' back. He stated there is plenty of
building envelope on the lot. There will be at least a 25' rear yard.
There was general discussion about the 5' wall
easement, and Kenny Hill stated there is a wall all along Glendevon Road and
there will need to be a break made for access to each lot. Les Mangus stated
for the length of the island at the Central Avenue intersection, there should
be access control to avoid U-turns being made in the middle of the street.
Les stated he wants a 25' building setback along the arterial street. Kenny
Hill stated they offset Central Avenue by 12.5 feet, which leaves 37' from
the right-of-way to the curb. He would like to leave it at 15' that would
leave 52 feet from the pavement.
Jeff Bridges was concerned about building into the
reserve area between Central and Lot 4. Les Mangus stated this area is
right-of-way. Mr. Bridges stated Lot 4 would be billed for specials on
Central. Les Mangus said this area is part of Block M, which is the Golf
Course.
Les Mangus stated he is of the opinion a 25' setback
on arterial streets is needed. He is concerned that in the future more
right-of-way property will have to be purchased in platted areas because the
street is widened. He further said there is a 56' wide building envelope with
a 25' setback.
Kenny Hill stated he would discuss this with the
developer and see if it is acceptable. Mr. Hill further stated he would
change the text "Terradyne 3rd Addition" on the vicinity
map to read "A Replat of part of Lot 1 Block M, Terradyne Estates. Les
Mangus said this is not a new addition, it is a replat of an old one, so the
name of record needs to be an addition all to itself. The 25' building
setback will be corrected on the plat, a title report will be submitted, add
access control to the south +/-50' of Lot 4, and will discuss the plat
excessive rear yard on Lot 1 for fairway width.
Les Mangus stated this is an amendment to the Final
PUD.
Ron Roberts made a motion to recommend approve the
Replat of a portion of the Terradyne Estates Addition to the Planning
Commission with the following conditions:

D1: Provide title report
·
No Bulk Regulations: 25'
setback on both streets
·
Add access control to the
south +/-50' of Lot 4
·
Plat excessive rear yard on Lot 1 for fairway width
