Review the Final PUD Plan for the Flint Hills
National Addition, Phase 4.
Jason Gish from MKEC Engineering Consultants, Inc.
presented the plan. He stated he would add "Block 1" for Lots 1
& 2 on the west side to the Final Plat.
Clark Nelson asked Mr. Gish if a separate grading
plan was submitted for each individual lot in this addition. Jason said that
1 grading plan is done for the entire property as well as for each lot. Les
Mangus said the individual lot grading plans are not a requirement for the
Flint Hills National Addition because these are large lots and privately
owned streets.
Jason said they need to change a street name on the
final plat. Les Mangus said we try not to plat streets with the same name as
anything within the general area. The street name of Primrose, in Rose Hill
is only 3 miles away.
Les Mangus said the building setback line is shown
as 25' on Juniper Crest Court, but listed as 35' in the Parcel Description.
Jason said he would make these numbers match on the final plat but that in
the restrictive covenants, the requirement is for a 50'+ building setback.
Les Mangus said the Planning Commission Secretary is
David Martine, not Deborah Carroll. Jason said he would change this.
Jason submitted copies of the title report, final
drainage plans, and restrictive covenants to Les.
Jason said the width of Bluestem Ct. is 70' and it
will be labeled on the final plat.
Clark Nelson asked if there were any changes from
the Preliminary Plat. Jason said the back lot lines have been adjusted to
preserve the native prairie grass. Jason said that a fence would be
constructed to keep concrete trucks off this area. He said MKEC is working to
resolve the sewer issue.
There was general discussion about the drainage in
this addition. Jason said there is an increase of 18 cubic feet per second
that will end up in the pond in front of the clubhouse. In the Flint Hills
drainage report it ends up as a wash because there is a huge basin below this
area with control structures on the ponds. Jason said there is 30 acres of
this addition that drains back to the southeast. Jason said they are thinking
of building a pond between Blocks 3 & 4, next to the road in Reserve B in
the southeast corner to hold back some of the water. The pond surface area
may be as much as 1 acre. The remainder of the drainage would flow into an
existing pond that will be improved to make a net increase of (0).
Les Mangus was concerned there would be an increase
of over 15% in the flow to the northwest. Total lot number went from 134 to
152 post development. Jason said some of the native grass is being disturbed
during the construction of the sewer line.
Clark Nelson asked if this needed to be resolved
before the Planning Commission approves the final plat. Les Mangus said this
PUD is different because the City is not doing the improvements, and he would
be more comfortable if the details were all taken care of before the plat is
approved.
Clark Nelson said he was concerned about not having
this decided before the Planning Commission so it gets approved in a timely
manner.
There was general discussion about the amount of
native grasses in this addition.
There was general discussion about the 150 cubic feet
per second of water drainage. Les Mangus asked how a control structure could
be provided that would keep harmony with the prairie that the developer wants
to preserve. Jason Gish said that anything that is damaged during
construction could be restored. Les suggested a control structure with a
notch weir, not a detention structure. Jason Gish said he would look into it
and give a satisfactory answer.
Les Mangus said there needs to be an agreement as to
the nature of the drainage improvements before the plat goes before the City
Council for approval.
Lynn Heath made a motion to recommend to the
Planning Commission that they approve the Final PUD Plan for the Flint Hills
National Addition, Phase 4, subject to a satisfactory drainage plan submitted
and addressing comments from Les. Ron Roberts seconded the motion. Motion
carried 3/0.
