Review
the Final PUD Plan of Crescent Lakes Addition, Phase 4.
Kenny
Hill from Poe and Associates presented the plan. He said this is the last
phase of the Crescent Lakes PUD and contains 85 residential lots. There is a
swimming pool proposed in Reserve B. The developer would like to build the
pool and cabana with the option of building a community building and
extending the parking.
Lynn
Heath asked if this would be a private pool for only the homeowners in this
Phase. Kenny said that he thought it would be specifically for the Crescent
Lakes Phase 4 residents.
On
the checklist page from Les, he asked for provision of the tabulation that was
submitted tonight. Phase 4 is a little less dense than the other 3. Kenny
supplied the committee with a density comparison of the Original PUD against
all 4 Parcels in the Crescent Lakes Phase 4 Plan. He said there is more open
space and the gross density is less than in the Original PUD. He said the dam
will be rebuilt and the new drainage structure will be put in with this
phase, and a street will be built across the existing dam.
Kenny
Hill said he has changed the street name of Woodstone Court to Woodstone Circle, the City Attorney certificate has been taken off the plat, a title report
will be provided, and that a drainage and lot grading plan will be provided.

Cox asked for the reason for the street width being 4' smaller on the
collector streets. Kenny Hill said the standard street right-of-ways changed
during the time between the Preliminary PUD and the Final Plat. He said this
ties into adjoining neighborhoods with the same street width.
Les
Mangus said there is a new adopted policy stating that residential collector
street right-of-ways are now 66' in width. Commercial and Industrial streets
still must have a 70' wide street.

Cox asked what the standard was for through-residential streets. Les said
they are to be 64', cul-de-sacs less than 500' is to be 58' wide. Jan asked
for a copy of this. Les Mangus said Deborah would send her the latest
Resolution of Street Policy, which was adopted 5 years ago.

Cox asked about the sidewalk standards. Jeff Bridges said that policy was
adopted in 2001. Les said an 8' sidewalk is required on every collector
street in lieu of the 5' of the previous policy.

Cox asked about the sidewalk size in the Crescent Lakes plan. Les said they
would be 5' sidewalks because the PUD text calls it out specifically and this
phase ties to previous phases with 5' sidewalks. Lynn Heath said that is why
PUD's are not as good as R-1 and R-2 zones.

Cox asked where the sidewalks on Crescent Lakes Drive and Woodstone Drive
would be placed. Kenny Hill said that determination is made during the final
plan because sewer and water lines are both in the road right-of-way, and
they try to place the sidewalk where there are as few conflicts as possible.

Hill said the sidewalks and street widths have been done consistently
throughout this entire development.
Lynn
Heath asked why Woodstone Court street name was not changed to Woodstone Circle. Les said the reason is because there is already a Woodstone Court in a
previous phase of this development.
Clark
Nelson asked Les if he was satisfied with the comments. Les said that he is.

Cox asked if the street name Woodstone would be confused with the new
development street name of Stonewood. Kenny Hill said that Woodstone ties to
a street that has already been developed so he does not think this will be a
problem.
Les
said the most northern boundary of this plat is the Andover Industrial Park and that the Industrial Park will be required to put some screening along their
side of the hedgerow.
Clark
Nelson made a motion to recommend the Final PUD of the Crescent Lakes Addition Phase 4 for approval by the Planning Commission subject to the comments of Les.
Ron Roberts seconded the motion. Motion carried 4/0.
