SITE PLAN REVIEW COMMITTEE

September 5, 2006

MINUTES

 

The Site Plan Review Committee met for a regular meeting on Tuesday, March 7, 2006 at the Andover Central Park Lodge located at 1607 E. Central, Andover, Kansas. Acting Chairman David Martine called the meeting to order at 6:11 p.m. Members present were Jason Mohler, Don Kimble, and Clark Nelson. Others in attendance were Les Mangus Director of Public Works and Community Development, Deborah Carroll Administrative Secretary, and Jeff Bridges City Clerk/Administrator. Members absent were Chairman Doug Allison and Larry Crouse.

Call to order

 

 

Review the minutes of the Site Plan Review Committee meetings of August 1, 2006 and August 8, 2006.

 

 

Clark Nelson made a motion to approve the minutes as presented. Jason Mohler seconded the motion. Motion carried 4/0.

Review the minutes of the Aug.1 & 8, 2006 Site Plan Review Committee.

 

 

Communications:

 

Review the City Council minutes from the July 25, 2006 and August 8, 2006 meetings. The minutes were received and filed.

 

Review the minutes of the August 15, 2006 Planning Commission Meeting and the August 24, 2006 Workshop Meeting. The minutes were received and filed.

 

Review the minutes of the August 8, 2006 Subdivision Committee Meeting. The minutes were received and filed.

 

Review the Potential Residential Development Lot Report.

Communications

 

 

SP-2004-11: Review the revised site plan for Pergola Place located at 229 S. Andover Road.

 

From Les Mangus Memo: During the construction of the Pergola Place retail center the landscaping curb islands at the rear corners of the building were omitted. The Project Architect has submitted a plan for approval which reflects the as-built conditions.

 

Paul Cavanaugh Architect from Places Architects represented the applicants with the revised plan. He said there are 2 locations in the rear of the building that were planned to have trees planted. The owner has decided to build additional parking spaces which removed the 2 planting islands. Paul asked if the 2 trees could be omitted or be allowed to move them to the unpaved area to the west of the site.

 

Clark Nelson made a motion to approve moving the 2 trees previously approved for the rear of the building to be planted on the west side of the site. Don Kimble seconded the motion. Motion carried 4/0.

SP-2004-11: Review the revised site plan for Pergola Place located at 229 S. Andover Road

 

 

SP-2004-15: Review the revised landscape plan for Express Inn located at 222 W. US Hwy. 54.

 

From Les Mangus Memo: The landscape plans for the approved Final Site Plan for the Express Inn were modified by the contractor during construction. The proposed revisions reflect the correct property line location on the east side of the building, which limits the space available for plantings, removes all of the plantings on the west side of the building, makes some minor changes to plant quantities and locations throughout, and the addition of trees along the west elevation of the building as requested by the Committee at the last meeting.

 

Dilan Johns of Confederated Builders represented the applicant and explained the response letter he submitted to the committee. He stated the entire Express Inn planting site is drip irrigated. He said 3 Smoke trees were planted along the west side, and the fence has been rebuilt to comply with the approved site plans.

 

Don Kimble said he has walked around the site with the owner of the Express Inn who has shown Mr. Kimble the existing drip irrigation system. Mr. Kimble also stated several dead plants have been replaced which include the plant tags on them. The owner told Mr. Kimble he will do everything possible to maintain healthy plants in the future. He also inspected the rebuilt 6’ fence and stated it complies now with the approved plans.

 

There was general discussion about the trees on the west side of the building which was intended to use as a break up of the long wall.

 

Don Kimble explained there is a row of large existing Elm trees along the west side of the site, but do not belong to the owner of the Express Inn. Don asked the committee to remember for future developments to do everything possible to maintain this tree row. Discussion continued.

 

David Martine said the Smoke tree, which should mature to 12’ in height, is a great attempt at screening that side. Dilan Johns said the owner’s garden area is there which will limit the space to plant additional trees. There was discussion about other varieties of trees that would thrive in that area.

 

Clark Nelson made a motion to approve the revised landscape plan as presented with the exchange of 3 Smoke Trees to Cleveland Pear or Chanticleer or other variety of upright shaped pear tree on the West side of the building. Jason Mohler seconded the motion. Motion carried 4/0.

SP-2004-15: Review the revised landscape plan for Express Inn located at 222 W. US Hwy. 54.

 

 

 

SP-2006-16: Review the parking lot plan for the Andover Counseling Center located at 217 Ira Court.

 

From Les Mangus Memo: The Andover Counseling Center located at 217 Ira Ct. proposes to expand their parking area to an adjacent vacant lot to the north of the existing professional office building. The proposed grades elevate the parking area about two feet in an effort to route the majority of the storm run-off against the natural grade out to Ira Ct. to mitigate the increase in the rate of run-off from the paved surface. An existing six foot solid cedar fence is the only screening proposed between the new parking area and the existing residences to the west. Given the amount of night time traffic that the Project Encore center generates, Staff supports the plan if additional plantings are added along the west edge of the parking area to provide a better screen for incoming headlights.

 

John Tasset, Project Coordinator for the Andover Counseling Center presented the parking lot plans. John said the center is already in compliance with zoning regulations for number of parking spaces, but the business is requesting additional spaces including additional handicap spaces. He said it will be difficult to build this additional parking area without creating drainage problems for the neighbors.

 

John Tasset said he submitted a lighting plan for approval.

 

Don Kimble asked John Tasset if he created the spot elevations on the diagram. John said yes he did. Don Kimble said it is against the law in the State of Kansas to be doing civil engineering without a license. Mr. Tasset said he has never represented himself as neither an engineer nor architect. He said he will have the plans certified by a licensed engineer before building permits are issued.

 

There was general discussion about the grade for the proposed parking lot. John said there is a 1’ rise from the curb cut to the entrance to the parking. There is 1% grade to 60-70% of the remainder of the parking. 30% of the parking will be drained to the lot itself and the rest will drain to the street.

 

Jason Mohler asked if this lot would have curb and gutters. John said no, it will be brought up to a berm and a swale will run down the middle of the lot which will drain to the street. David Martine asked if there would be parking blocks. John said yes there will be.

 

John Tasset said the drainage along the west and north lines of the lot are flat. A continual swale will be along 3 sides for water to drain to the northwest corner of the site.

 

Les said the storage buildings to the north have always had water problems, because they are lower than their neighbors. Les said his major concern is along the west property line which John answered with a straight line grade from the existing building to the northwest corner of the property.

 

Les explained that during building plan review, certified stamped plans are required for a certificate of occupancy. John Tasset assured the committee that will happen.

 

Don Kimble said he will not approve this application without a stamped grading plan done by a civil engineer. Discussion continued.

 

David Martine asked for additional screening of the parking with more plantings on the west and front (east) sides of the parking lot. David said the canopy of the existing trees is insufficient screening beginning at 8-10’ off the ground. He is concerned about the vehicle headlights projecting onto neighbor’s property above the 6’ fence.

 

Don Kimble asked for the required site sections. Les said none have been submitted. Don Kimble said the civil engineer should do these as well as the parking lot detail and grading plan.

 

Les said he is concerned about the proposed light poles are 18 ½’ high, and 15’ from the residential property lines. John explained the fixtures are designed to cut off the light at the property line. Discussion continued about the parking lot lighting plan. Les suggested the plan change to have more poles that are shorter.

 

Jason Mohler also suggested using glare shields on the pole lights.

 

Dale Martens of 1948 Marc Street said he is a neighbor adjacent to the west of this applicant. He was upset about the unstable condition of the existing 6’ fence between their properties which is of very poor quality. Mr. Martens does not want his property value to suffer due to the mismanagement of this application. Mr. Martens asked for a copy of the site plan.

 

Clark Nelson said all comments made tonight need to be addressed.

 

There was general discussion about the normal hours of this business. Les explained that Project Encore adjacent to the east who’s clients will use this parking lot as well until 10 p.m. 

 

No formal action was taken and the applicant will return to the next Site Plan Review Committee meeting with the appropriate documents.

SP-2006-16: Review the parking lot plan for the Andover Counseling Center located at 217 Ira Court .

 

 

 

SP-2006-17: Review the site plan for the Andover United Methodist Church parking lot located at 1429 N. Andover Road.

 

From Les Mangus Memo: The proposed Parking Lot Expansion for the Andover United Methodist Church is the second step in accomplishing the future plan approved a few years ago. The plan as submitted maximizes the uses of the approximately one acre parking area by utilizing a one-way circulation design, and providing no internal landscaping. Most of the drainage concerns on the site have been adequately addressed through the addition of both above and below ground storm sewers. A revised lighting plan has not yet been provided to address the expansion of the paved area to the south. Staff supports the design as presented, but feels that some efforts to landscape/screen the parking lot should be made either by adding planter islands inside the paved area or along the perimeter. The majority of the Scotch Pines, which once lined the parking area are now gone.

Brent Thomas from Baughman Company represented the Methodist Church. He said the existing parking lot will be reconstructed and expanded by 50 feet to the south. The flow of traffic will be changed to one way circulation. There are 96 existing parking stalls and the expansion will create an additional 10 spaces. A lighting plan and site photos were submitted.

 

David Martine asked if curb cuts would be part of the plan. Brent said no they will be maintaining the existing curb cuts. Brent continued to explain this parking lot will be torn out to address the drainage issue.

 

David Martine asked how the parking lot would be screened from Main Street and Andover Road. There was discussion about this property sitting below both streets. Austrian Pines are planted along Andover Road now.

 

David Martine asked if any trees would be removed with this project. Brent said 1 would be from the southeast corner due east of the light pole. There was discussion about the amount of proposed additional paving.

 

Don Kimble said he cannot approve this application without a landscaping plan. Jason Mohler asked if there was a previously approved landscape plan. Les stated the long term plan has been to expand the church even larger which included expansion of the parking lot. Les said at the time of the original preliminary plan, no formal landscape plan was required.

 

Brent Thomas said he will talk to his client about providing additional plant material. There was discussion about this parking lot being 581’ from north to south.

 

Clark Nelson made a motion to approve the site plan contingent upon the submittal of a landscape plan at the next meeting. Jason Mohler seconded the motion. Motion carried 4/0.

SP-2006-17: Review the site plan for the Andover United Methodist Church parking lot located at 1429 N. Andover Road.

 

 

SP-2006-18: Review the sign plan for the Nifty Fifty located at 321 S. Andover Road.

 

From Les Mangus Memo: The proposed wall sign for the Nifty Fifty store located in the Village Crossing retail strip center completes the occupancy of the building and falls well within the 5% limit for wall signage. Staff supports the plan as presented.

 

Karrie Kerr of Tri-Mark Signage represented the applicant, Scott Dwyer of Nifty Fifty. She said the sign will be an internally lit set of channel letters to be placed on the building. The letters are green vinyl with white neon inside the letters.

 

Don Kimble made a motion to approve the signage plan as presented. Clark Nelson seconded the motion. Motion carried 4/0.

SP-2006-18: Review the sign plan for the Nifty Fifty located at 321 S. Andover Road.

Clark Nelson- Clark said he appreciated Don Kimble’s courage to speak his mind and commended him for doing the right thing for the City of Andover.

Les Mangus said if Don had not brought up the issue of licensure, he would have been fighting the same battle during the building plan review process.

Don Kimble- Don was concerned about the committee making consistent decisions and to enforce them following approval.

David Martine – David stated his concern about Mid Kansas Marine on US Hwy. 54 has not complied with the approved landscaping plan. Les said it is tough to get 100% compliance particularly with an existing business.
