About City Administrator, Jennifer McCausland

Role:
Jennifer McCausland was promoted to City Administrator on September 23, 2019, after serving as Assistant City Administrator for nine years. In the short three years she has served in this capacity, she has led the city through COVID and a tornado recovery. As City Administrator, she oversees all day-to-day operations for the City of Andover. She is the liaison between the Mayor and department heads, monitors and evaluates the progress of each department, works towards community goals, helps maintain the budget, and supervises numerous staff members, all in order to ensure the city runs efficiently and smoothly. 

 Background and Education: 
Jennifer has spent much of her life in South Central Kansas, growing up in Derby, KS and then attending both undergrad and graduate school at Wichita State University. She received her bachelor’s degree from the WSU School of Business in 2002 in Marketing. In 2007 Jenni earned her master’s degree in Public Administration from the WSU Hugo Wall School of Public Affairs. In October 2017, Jenni successfully completed the process to become an ICMA Credentialed Manager, a designation she maintains today.

About Jenni:
Jenni’s family is her pride and joy: she married AJ in 2008 and their family includes two happy, energetic boys, Miles and Finn, who attend school at Andover Central Middle and Prairie Creek Elementary respectively. While much of her “spare time” is spent cheering on her boys at sporting events, she also spends time as the Vice President of the Kansas Chapter of Women Leading Government.

About Assistant City Administrator, Jolene Graham 

Role:
Jolene Graham has served as Assistant City Administrator since November 2023.  Prior to her role with Andover, Graham served the City of Maize since 2014, most recently as the Deputy City Administrator for the past four years. During her time at Maize, she coordinated economic development for Maize Industrial Park, managed competitive grant & federal transportation awards to over $4.4 million, led multiple cross-departmental teams for policy and infrastructure planning, development and implementation and oversaw seven staff members.

As Assistant City Administrator, she oversees all day-to-day operations for the Planning & Zoning, Building, Public Works & Utilities, Finance, and Information Technology Departments. She monitors and evaluates the progress of each assigned department, works towards community goals, helps maintain the budget, and supervises numerous staff members, all to ensure the city runs efficiently and smoothly.

Background and Education: 
Graham is a Certified Public Manager from the University of Kansas, has a master’s degree in theological studies from Newman University, and a bachelor’s degree in business administration from Kansas State University. 

About Jolene:
Jolene is the proud mom of Chloe, Hannah and Vincent.  She enjoys working out, long walks, and good food with great conversation. Her first trip to Ireland last spring has sparked a desire for more international travel. 

City Hall

City Hall is the administrative center for the City of Andover. It holds the offices of the City Administrator as well as the Accounting / Finance Department, Planning and Zoning, and the Building Department.

Most city licenses and permits may be obtained at City Hall. Additionally, it is the location of the City Council Chambers. Sign-ups for the Parks and Recreation programs are centered at City Hall as well as the rental of City maintained buildings and park facilities.

Lost and Found
Did you lose something while you were in Central Park? City Hall routinely gets items turned in by Parks Department employees or other citizens. These items are kept for a few months, in the hopes the owners will come claim them. If you have lost something in Central Park, call City Hall at 733-1303 or stop by (1609 E Central Ave), M-F, 8 a.m. to 4:30 p.m.
