Annual Budget

The City Budget is prepared annually by staff, and is approved by the Governing Body.  The goal of the City's Adopted Budget is to evaluate and direct City departments, helping them make strategic decisions regarding resource allocation, program evaluations, financial management and long-range planning.

The Public Hearings for the 2026 Budget and Revenue Neutral Rate will be held on Tuesday, August 26, 7 p.m. in the City Council Chambers at City Hall.

Annual Financial Statements
Beginning in 2023, the City of Andover changed from GAAP reporting method (Accrual Accounting) to the Kansas Municipal Accounting and Audit Guidelines (Cash Basis Accounting). 

The City will continue to have an annual independent audit of financial statements, internal controls, and processes. The change in reporting allows for a simplified version of financial reporting.  While the Annual Comprehensive Financial Report is very thorough, the KMAAG financial statements are easier to navigate and understand.  Past ACFRs are still available online and the new 2023 audited financial statements are linked HERE.

Property Tax Rates

 City Sales Tax
The current sales tax rate for Andover is 8.50%*

  • 6.5% State
  • 1.0% City street maintenance
  • 1.0% Family Future Forward Temporary Sales Tax (*effective April 1, 2022)

Appropriation Ordinance
The City Council approves all payments made by the City of Andover via the Appropriation Ordinance. This ordinance is a reoccurring item on the City Council’s consent agenda. The Appropriation Ordinance is the mechanism by which authorization is given by the City Council to pay for the expenses incurred from the treasury since the last City Council meeting. Effective January 1, 2014 in an effort to offer maximum transparency, the City is publishing the approved Appropriation Ordinance after each City Council meeting. These Appropriation Ordinances can be found on any City Council consent agenda; City Council agendas can be found here.
