The Andover Police Department’s General Order’s Manual, comprised of policies, procedures and regulations, sets forth the department’s standards, values, and expectations. Its policies, procedures, regulations, core values, and mission statement contained within exist to maintain high levels of professional conduct, as well as, internal guidance for employees of this Department. However, it should be understood that law enforcement is dynamic and it is not possible to anticipate every circumstance that may confront an employee.

The General Order’s Manual does not increase an employee's civil or criminal liability in any way. To the extent that Department policy may contain provisions more restrictive than state or federal law, such provisions are not intended, nor may they be construed or applied, to create a basis for liability against the City or any of its employees. Violations of the General Order’s Manual, if proven, shall only form the basis of internal administrative action by the Chief of Police.

The Andover Police Department reserves the right to, and refrains from, publicly posting any policies that are considered sensitive or tactical in nature.
