INTRODUCTION
Long-range planning typically entails the development of Comprehensive Plans that aim to envision the future. The City of Andover generally uses a 10-year planning horizon. The Comprehensive Plan is intended to shape development over time. The City also develops additional plans/studies to complement the adopted Comprehensive Plan – usually content and/or location specific. For example, corridor studies are plans that define relationships between a roadway and its adjacent land. Corridors identified through the Comprehensive Plan may be selected for further and more detailed analysis through a corridor study. Review of applications to subdivide and develop land, change a property’s zoning district classification, authorize a special use and/or approve a commercial site plan, among other development activities, are steered by the goals, policies and action strategies contained within the Comprehensive Plan. Over the long run, site-specific decisions guided by the Zoning Regulations, Subdivision Regulations and Site Plan Review Standards transform the City, moving it towards the vision in the plan. Conditions regularly change, and thus the plans used by the City are guidance documents only.

- What will be the impact of future residents and where will they live?
- How will Andover's growing population impact the demand for community services and resources?
- What sort of employment/economic development opportunities will be available or should be incentivized?
- What type of housing products should be encouraged?
- What facilities will these new residents and employers require?
- What will be the impact on the City's financial resources?
- Where and how should Andover's growth be accommodated? Should the growth move out into the Planning Area -- outside of the current City limits? Should it stay within the current boundaries of the City? Should it move north, south or east?
2024 - 2033 COMPREHENSIVE PLAN
The 2024-2033 Comprehensive Plan defines the general location, character, extent and relationship of future land uses. It promotes the desired pattern and character of growth. Generally, the plan sets out the public policies governing future physical, social and economic development efforts. It presents the relationship between population, natural resources and transportation, and how they impact growth and development. The plan was developed by City officials, other public entities, the business community and the citizens of Andover.
STRATEGIC PLAN
The purpose of this plan is to create a roadmap for the City of Andover to guide future policy priorities and decisions. The plan addresses four critical topic areas: sports and parks; economic development and quality of life; communications and marketing; and community engagement. The plan will help guide the city’s financial decisions, resource allocation and project priorities moving forward. The planning effort was enhanced through citizen participation in the development of goals, objectives, and strategies. The process was inclusive and resulted in developing mission and vision statements, values, and goals and strategies to advance that vision.PARKS & RECREATION PLAYBOOK 2030
